II. Grant Development Objective(s) and Expected Key Performance Indicators

Grant Development Objectives (GDO):
Designing and implementing improved, community-based approaches to out-of-school basic education for
undereducated youth (ages 15-24) connected to employment
Expected Key Performance Indicators: (Maximum five indicators)
At least five Community-Learning Centers funded through block grants offering programs of basic education
are set up in each of six districts
At least 7500 target group youth actively enrolled at community learning centers in basic education courses
related to life skills and work force participation
Vouchers for private sector training leading to employment are provided to at least 5000 poor,
underemployed youth
Eighty percent (80%) of voucher recipients obtain gainful employment
