            Dear Ms. Kern:

              Trust Fund Administration Agreement between Switzerland (represented by the Federal
               Department of Foreign Affairs, acting through the Swiss Agency for Development and
              Cooperation) and the International Development Association concerning the Single-Donor
             Trust Fund for the Co-financing of the Tanzania Emergency Obstetrical Equipment Project
                                            (Trust Fund No. TF071538)
                                Amendment No. 2 to the Administration Agreement

                     We refer to the Administration Agreement (the “Agreement�), dated September 23, 2010,
            as amended, between Switzerland (represented by the Federal Department of Foreign Affairs,
            acting through the Swiss Agency for Development and Cooperation) (“Donor�) and the
            International Development Association (“IDA or the “Bank�), concerning the Single-Donor Trust
            Fund for the Co-financing of the Tanzania Emergency Obstetrical Equipment Project
            (“TF071538�) (“Trust Fund�). We also refer to the recent discussions between the Donor and the
            Bank to extend the End Disbursement Date of the Trust Fund.

                    In light of the above discussions, we propose to amend paragraph 11.1 of the Agreement
            as follows:

                    “11.     Disbursement Deadline; Cancellation; Refund

                    11.1. It is expected that the Contribution funds will be fully disbursed by IDA in
                    accordance with the provisions of this Administration Agreement by March 31, 2012. IDA
                    will only disburse the Contribution funds for the purposes of this Agreement after such
                    date with the written approval of the Donor.�

                     All other provisions of the Agreement, except amended herein, shall remain in full force
            and effect.
         Please confirm your agreement with the foregoing by signing, dating and returning to us
the enclosed copy of this letter. Upon receipt by IDA of the copy of this letter countersigned by
you, this amendment will become effective as of the date of the countersignature.
