Implementation Status and Key Decisions
The project is meeting its PDO targets related to (i) improvement of the efficiency and effectiveness of water supply and wastewater management
services, and (ii) the reduction of pollution discharges into the local rivers in Jiangsu Province. In the Water Supply Component, the project successfully
expanded water supply systems from urban core areas to townships (in Danyang, Taixing, Zhenjiang, Yancheng and Longtan), and provided more
reliable and safer water supply service to more than 3.6 million people. The volume of bulk water supply has increased about 500,000 cubic meters per
day, and transmission and coverage of water supply has increased from 14 to 84 towns and villages. The coverage of water supply in project cities has
now reached 100%. In addition, the number of towns with non-revenue-water (NRW) at or below the target determined in the NRW reduction strategy
(40%) is 58, exceeding the target of 51 towns. In the Wastewater Component, the project successfully expanded wastewater collection and treatment
capacities in two townships in Nanjing (i.e. Qiaobei, Tiebei) with additional 150,000 tons per day and expanded wastewater collection system in three
townships (i.e Qiaobei, Tiebei, and Chengbei), serving about 590,000 people, to reduce chemical oxygen demand (COD) loads discharged into local
rivers by over 60,000 tons per year. More than 95% of the municipal wastewater generated in the project areas is treated today, increased from a
baseline of 67%. The project supported capacity building and institutional strengthening of utility companies and the project management unit through
strategic studies on NRW, tariff, GIS-based network planning, study tours and training. A total of seven study tours have been conducted thus far with
delegations from various project implementing companies.

Target is substantially achieved. Danyang has achieved the target (12%). In all the other three cities (Zhenjiang, Yancheng and Taixing),
significant improvements have also been achieved, compared with the status by the end of 2014; Zhenjiang improved from 30% to 27%,
Yancheng from 30% to 23%, and Taixing from 32% to 30%. The weighted NRW average is 23%. This indicator is related to the efficiency
and effectiveness of water supply service.

Comments
Target Exceeded. As a result of restructuring, Danyang WW and Taixing Huangqiao WW components have been replaced by treatment
plants under Nanjing WW component. This indicator is related to reduction of pollution discharges to local rivers in Jiangsu Province.
Overall Comments
Most of the PDO indicators were achieved and in most cases targets were exceeded. However, based on September reported data, the NRW is
falling slightly behind the target (23% against 22%), but it has made significant improvement from the baseline figures as well as the last update in

Overall Comments
All the Intermediate Results Indicators have been achieved and in most cases targets were even exceeded. Thanks to the high efficiency of the
implementation and the competitive procurement, most contracts showed some savings from the estimated budget. this enabled the
implementing agencies to cover wider scope which resulted in larger reduction in CODs, wider coverage and improved performance of water
supply services and higher increase in the water treatment capacities.
