                           B. Project Objectives
                           The PDO is to assist the Government to expand access to Early Childhood Education (ECE) for 3-5
                           year olds and improve access to and quality of basic education for students, particularly those from
                           disadvantaged backgrounds.
                           C. Project Description
                         The project consists of four components:

                         Component 1: Improving the Access and Educational Experience of Vulnerable and Disadvantaged

                         Students (US$19,000,000)

                         This component aims to support the access to and quality of education for vulnerable and
                         disadvantaged students through: (a) increased access to ECE and care for disadvantaged 3-5 year
                         olds throughout the country; and (b) increased access to basic education services in rural and remote
                         areas with a particular focus on disadvantaged children and children with disabilities.

                         Component 2: Benchmarking Student Competencies (US$9,000,000)

                         This component aims to improve the capacity in assessing and collecting data on student
                         competencies through nationalizing Early Grade Reading and Mathematics Assessments (EGRA and
                         EGMA). The component will also provide monitoring support to schools and MoEYS, as well as
                         technical assistance to the National Assessment Office.

                         Component 3: Improving the Current and Future Cohort of Cambodia’s Primary and Secondary
                         Teaching Force (US$6,000,000)

                         This component aims to improve the current and future cohort of teachers through supporting: (a)
                         Regional and Provincial Teacher Training Colleges throughout the country; and (b) the improvement
                         of academic leadership of school principals and pedagogical training for contract teachers in rural
                         and remote schools.

                         Component 4: System Management and Monitoring and Evaluation (US$4,500,000)

                         This component will support the enhancement of early childhood and primary education sub-sector

                         results-based management under the Public Financial Management Reform Programme. The
                         component will also encompass project grant management, monitoring and evaluation.

                         E. Borrowers Institutional Capacity for Safeguard Policies
                         The proposed Grant is a follow-on operation of the recently closed Cambodia Education for All Fast
                         Track Initiative (EFA-FTI) Project, in which the recipient demonstrated the capacity to comply with
                         Bank safeguards policies throughout project implementation. At the management level, the Ministry
                         of Education, Youth, and Sports (MoEYS), in coordination with the Education Sector Working
                         Group and the World Bank, the Trustee of the GPE Partnership, will lead project activities. MoEYS
                         will be responsible for everyday implementation of the grant at the operational level. MoEYS will
                         appoint a Designated Technical Officer who will manage the proposed civil works under their
                         respective components. Separately a designated Safeguards Officer will be appointed by MoEYS
                         who will be responsible for scrutinizing the environmental safeguards issues involved in each civil
                         works activity. The institutional capacity is deemed adequate for the project.

                         II. SAFEGUARD POLICIES THAT MIGHT APPLY

                                                                          impacts and mitigation measures not adequately
                                                                          covered by the ECOPs, short Environmental
                                                                          Management Plans (EMPs) would be prepared
                                                                          which will in addition lay out site-specific
                                                                          mitigation measures which would have to be
                                                                          considered for those sub-projects and
                                                                          appropriately included in the bidding

                                                                          documents.

                                                                                                                                 Sector Support Scale Up Action Program (2008
                                                                                                                                 - 2012)), which included similar interventions,
