B. Project Objectives
The PDO is to assist the Government to expand access to Early Childhood Education (ECE) for 3-5
year olds and improve access to and quality of basic education for students, particularly those from
disadvantaged backgrounds.
C. Project Description
The project consists of four components:
Component 1: Improving the Access and Educational Experience of Vulnerable and Disadvantaged

Students (US$19,000,000)
This component aims to support the access to and quality of education for vulnerable and
disadvantaged students through: (a) increased access to ECE and care for disadvantaged 3-5 year
olds throughout the country; and (b) increased access to basic education services in rural and remote
areas with a particular focus on disadvantaged children and children with disabilities.
Component 2: Benchmarking Student Competencies (US$9,000,000)
This component aims to improve the capacity in assessing and collecting data on student
competencies through nationalizing Early Grade Reading and Mathematics Assessments (EGRA and
EGMA). The component will also provide monitoring support to schools and MoEYS, as well as
technical assistance to the National Assessment Office.
Component 3: Improving the Current and Future Cohort of Cambodia’s Primary and Secondary
Teaching Force (US$6,000,000)
This component aims to improve the current and future cohort of teachers through supporting: (a)
Regional and Provincial Teacher Training Colleges throughout the country; and (b) the improvement
of academic leadership of school principals and pedagogical training for contract teachers in rural
and remote schools.
Component 4: System Management and Monitoring and Evaluation (US$4,500,000)
This component will support the enhancement of early childhood and primary education sub-sector

results-based management under the Public Financial Management Reform Programme. The
component will also encompass project grant management, monitoring and evaluation.

E. Borrowers Institutional Capacity for Safeguard Policies
The proposed Grant is a follow-on operation of the recently closed Cambodia Education for All Fast
Track Initiative (EFA-FTI) Project, in which the recipient demonstrated the capacity to comply with
Bank safeguards policies throughout project implementation. At the management level, the Ministry
of Education, Youth, and Sports (MoEYS), in coordination with the Education Sector Working
Group and the World Bank, the Trustee of the GPE Partnership, will lead project activities. MoEYS
will be responsible for everyday implementation of the grant at the operational level. MoEYS will
appoint a Designated Technical Officer who will manage the proposed civil works under their
respective components. Separately a designated Safeguards Officer will be appointed by MoEYS
who will be responsible for scrutinizing the environmental safeguards issues involved in each civil
works activity. The institutional capacity is deemed adequate for the project.

II. SAFEGUARD POLICIES THAT MIGHT APPLY

Environmental Assessment OP/ Yes The project will prepare an Environmental and

in the project. In addition, since the types of
infrastructure to be supported by the proposed
project are of small scale and mostly known, a
set of Environmental Codes of Practice
(ECOPs), covering mitigation measures for
generic impacts on school construction and
operations related activities, would also be
prepared. The ECOPs will have provisions for
chance find procedures and be included in the
bidding documents and construction contracts.
For most sub-projects, the ECOPs should be
sufficient. If there are any sub-projects with
impacts and mitigation measures not adequately
covered by the ECOPs, short Environmental
Management Plans (EMPs) would be prepared
which will in addition lay out site-specific
mitigation measures which would have to be
considered for those sub-projects and
appropriately included in the bidding

documents.

Based on the social assessment and
consultations with the Indigenous Peoples, the
safeguards instrument to be prepared before
appraisal will be an Indigenous Peoples Plan
(IPP). The IPP will explain the measures

through which the project will ensure that the
affected Indigenous Peoples will receive
appropriate social and economic benefits, and
adverse impacts to IPs, if any, will be addressed.
Involuntary Resettlement OP/BP No All construction sites are known and will occur
4.12 within existing primary school facilities. The
construction activities for the ECE classrooms
will be extensions of existing primary school
facilities within their current grounds’
boundaries. Based on site visits to a sample of
primary schools throughout the country, the task
team has confirmed that no acquisition of
private land, or loss of private assets including
trees and structures, will occur, and that
physical relocation will not be necessary. In the
sector's previous projects in Cambodia (the
Cambodia Education Sector Support Project
(2005 - 2011) and the Cambodia Education
Sector Support Scale Up Action Program (2008
- 2012)), which included similar interventions,
neither land acquisition nor physical relocation
was necessary.
