A National Steering Committee co-chaired by the State Ministers for Finance and Agriculture has recently been created to support program coordination, monitoring and reporting. The CALM verification manual was formally adopted by Ministry of Finance in compliance with Legal Covenants. The Community Watershed Management and Utilization (CWMU) Proclamation was approved by the Council of Ministers in January 2020. Subsequently, the CSA verified the approval of the CWMU Proclamation which triggered the disbursement against DLI#1. A process for annual work planning and budgeting has been established to facilitate budget allocation transfers from the Ministry of Finance (MoF) to federal level implementing entities and regions. The mission noted that the transfer of Special Purpose Grant (SPG) resources to MoA and regional bureaus has improved since the last mission. Implementation progress related to participatory watershed management (Result Area 1) and rural land administration (Result Area 2) has improved significantly, despite significant challenges posed by the ongoing COVID-19 pandemic. However, the process of verifying results has been delayed and this will delay disbursements. Measures were agreed to expedite the verification process Results Area 1: Participatory Watershed Management: The Council of Ministers approved the Community Watershed Management and Utilization (CWMU) Proclamation (January 23, 2020) and the achievement of DLI#1 was verified by CSA. Revised guidelines for participatory watershed management have been approved recently by GoE and issued since the last mission. Significant progress has been achieved in the establishment and registration of Watershed Users Cooperative Societies (WSUCs) with approved Watershed Management Plans (WMPs). MoA has identified 3967 community/micro-watersheds that cover a total area of 2.2 million hectares for inclusion in the program and up to the time of this mission, 1732 WUCS have been established and 3244 WMPs prepared. The number of watersheds meeting DLI#2 eligibility criteria exceeds the minimum number required for verification and it was agreed that MoA will initiate verification of results by the CSA without delay. Results Area 2: Rural Land Administration Despite challenges arising from the COVID-19 pandemic, delayed disbursements, the restrictive state of emergency, social instability, and price spikes of goods and services, the mission noted that good progress has been made since the last mission. The mission recognized the many adaptive measures employed to mitigate these conditions, including remote support and monitoring, distribution of audiovisual training materials, virtual training events, stationing of field teams in adjudication kebeles, introduction of shift work for back office processing. As a result, the demarcation of parcel boundaries, digitization of cadastral index map, data cleaning, NRLAIS installation and SLLCs data migration are steadily progressing. Notwithstanding, it is unlikely that the annual targets of issuing 800,000 SLLCs and operationalizing NRLAIS in more than 100 woredas will be achieved by the end of December 2020. This, combined with delayed verification by CSA will mean that disbursements against DLIs #5 and #6 will be delayed until later in the financial year. Fiduciary systems (for Fraud and Corruption reporting, see below) Based on this mission’s review of the existing fiduciary systems and arrangements in terms of Financial Management (FM), Procurement and Fraud & Corruption (F&C) and complaint handling aspects, it is recommended that Fiduciary Systems remain at Moderately Satisfactory (MS) and close monitoring and support of fiduciary actions will be maintained to the next mission. Measures to address performance deficiencies were discussed and addressed during the mission. This should improve internal coordination in MoA to ensure delivery and adequate reporting on the above actions. Environmental and Social Management Systems (ESMS). Progress with ESMS implementation includes: (i) the ESMS and GRM operational manuals developed under the Enhancing Shared Prosperity through Equitable Services (ESPES) program have been customized at regional level, and training has been provided to woreda staff; (ii) screening for environmental and social impacts has been conducted, though with regional variations in quality; (iii) the GRM system is organized to kebele level and is largely functional (see above); and (iv) the process to hire a third party environmental and social audit firm is underway, though delayed. It was agreed that: (a) efforts will continue to increase awareness, training and documentation on the ESMS and GRM, especially with Environmental Protection and GRM offices at regional and lower levels; (b) MoA will consider measures to assign focal persons for ESMS, GRM, and gender in CALM implementing agencies at federal, regional and woreda levels; and (c) hiring of the third party environmental and social audit firm will be expedited, with the Environment, Forest and Climate Change Commission involved in the selection process.
