To complete the core prioritized activities, the project closing date has been extended from July 30, 2014 to December 31, 2015. The original PDO has been changed to reflect the revised scope of activities to be implemented during the extended period of project implementation. The new PDO is “to modernize the business processes followed by the financial oversight committees of the Parliament of Bangladesh”. The PDO continues to be Moderately Satisfactory and implementation progress was considered to be Moderately Unsatisfactory. 2. During September 2014 mission, the project readiness to begin implementation of the activities in the extension period was mainly reviewed. The need to revise TPP, procurement plan, finalization of MISC consultant with revised scope of work and contract amendment was reviewed. The detailed implementation plan for completion of planned activities and achievement of planned results by the closing date was reviewed. 3. The project had its first post restructured project Steering Committee meeting chaired by the Secretary on August 10, 2014. The meeting was attended by concerned stakeholders - Ministry of Finance, Planning Commission and ERD which took a number of decisions to expedite project implementation: (i) assignment of the joint secretary and deputy secretary to act as project director and deputy project director in addition to the existing responsibility during the extended period; (ii) Approval of budget for FY 2014-15 as per the allocation of the ADP (iii) Approval of I year project extension period (iv) Continuation of consultancy service with Oxford Policy Management (OPM) to complete activities related to MIS as per the agreed TOR and (v) finalization of contract amendment in consultation with the Bank. 4. Despite agreed action to complete procurement processes related to MISC by September 15, 2014 and signing of contract with OPM by October 30, 2014, none of these actions were implemented as per the plan. The contract was finally signed after a time lag of 2 months i.e in December 2014 which made the project implementation further challenging. With 11 months remaining of the implementation period, the parliament secretariat assigned a new PD with a view to expedite project implementation. A high level meeting with the Speaker took a number of decisions to monitor consultant firm’s deliverables in accordance with work plan. Project management team was also expanded with inclusion of a new IT expert. If the proactivity of project management team and the parliament secretariat’s commitment continues, it can be reasonably expected that the project will be able to achieve the PDO and targeted results by project closing.
