Component 1 "Good Governance and Sustainable Management of the Fisheries" is on track to achieve its end-project target with the one year extension. Senegal has a new Fisheries Code with provisions favorable to co-management, which has been approved by the Minister of Fisheries and Maritime Economy. Liberia also has a fisheries and aquaculture policy awaiting for cabinet approval, and the draft new fisheries act has been developed. When the consultants are able to travel again after the Ebola outbreak, this draft will be discussed among the stakeholders. Component 2 "Reduction of Illegal Fishing" has reached results beyond the end-project targets. Component 3 "Increasing the Contribution of the Marine Fish Resources to the Local Economies" has been progressing but the construction of landing sites is behind schedule as the subcontractors evacuated after the Ebola emergency situation arose. The project in Cape Verde is making satisfactory progress and it is catching up after the restructuring. The implementation support mission with the World Bank team and the Sub-Regional Fisheries Commission was conducted in November 2014. The mission found that there have been positive results in the field. To combat illegal fishing in the country’s Exclusive Economic Zone, the project has posted fully trained and equipped fisheries inspectors and observers in all the islands and one fisheries inspector at the Coastal and Marine Secretariat (COSMAR) to support the operations of offshore monitoring using a satellite based Vessel Monitoring System. It has also supported the preparation of national action plans to fight against illegal, unregulated and unreported fishing. In addition to curbing illegal fishing, the government has passed regulations to control and manage small fishing effort and capacity. These management options are necessary for the rebuilding of fish stocks and hence the generation of wealth and the welfare of the population. Project progress in Senegal is moderately satisfactory after the restructuring, and is progressively catching up. The WARFP-Senegal has registered some success since the last joint mission in early 2014. The new Fisheries Code with provisions favorable to co-management (including TURFs) has been approved by the Minister of Fisheries and Maritime Economy and it has been submitted to the Prime Minister. Project management has approved the increase of the number of co-management sites with allocation of secured fishing rights to twelve, as targetted. The project in Liberia has been making moderately satisfactory progress, despite the Ebola outbreak. The subcontractors evacuated and ceased field activities after the Ebola outbreak, however, they continued monitoring and remote work. As a result, the fisheries and aquaculture policy is now finalized, waiting for Cabinet approval, and drafting of the new fisheries act is underway. During the one year extension, the civil works for the fish landing site cluster in Robertsport will be completed and the trial management systems for the operations will be carried out. Finally, the fisheries and aquaculture policy and the new fisheries act are expected to be approved.
