The main activity under Part 2 was the rebidding process (single stage ICB-3) for the procurement of integrated Public Financial Management System (PFMS) information and communication technology solutions. This process was initiated in August 2012, after the revision of bidding documents in line with the updated MoF requirements. There were several complaints during this process from potential bidders, related with some of the qualification requirements, bid submission date, and several technical aspects. The MoF's Page 1 of 5 The World Bank Report No: ISR9323 conclusion after the ICB-3 evaluation process was to reject all three bids due to significant deviations from technical and functional requirements, as well as noncompliance with qualification criteria. This decision was reviewed by the World Bank, and accepted in January 2013, by pointing out additional deviations and highlighting the risks once again. The World Bank team will be visiting Kiev during the week of February 25, 2013, to monitor the developments, review results indicators, and clarify the next steps.
