Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Strengthening the Adaptive and Scalable Safety Net System:(Cost $10.00 M) Cash Transfers and Accompanying Measures:(Cost $162.00 M) Cash for Work for Resilience:(Cost $18.00 M) Project Management:(Cost $20.00 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The implementation of the Project continues to be satisfactory with a disbursement rate of 79 percent by July 15th. However, the project is still experiencing slower progress in some activities due to the COVID-19 crisis and the security issues in some regions (Agadez, Diffa, Tahoua and Tillabery). Cash transfer for resilience: Due to COVID-19 pandemic, the intervention strategy related to the cash transfer for resilience has been revised to allow for quarterly instead of monthly cash transfers for the year 2020. The counterpart will update the operational manual to reflect these payments on an exceptional basis and limited to the end of June 2021. Out of the 27,820 households enrolled, 27,721 received their 11 cash transfers. Human capital accompanying measures: the activities are ongoing in the beneficiary communities through general assemblies, group discussions and home visits. However, the implementation experienced a two-month delay in 2021 due to the time spent revising the operational 8/25/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Niger Adaptive Safety Net Project 2 (P166602) guidelines. This resulted in a need to amend the contracts with the service providers (NGOs) by two months and submit them to the World Bank for approval. Cash for work: For the period 2019 -2020, the UGT reported the following results: for the pastoral phase, the 40 micro-projects were developed. 4,400 beneficiaries, of which 38% women, benefited from the project. As for the agricultural phase, 80 micro-projects were developed, of which 71% concern infrastructure micro-projects, supporting 8,800 beneficiaries. The World Bank will provide technical support in the selection of the next intervention communes for more transparency and equity between communes. Emergency COVID-19 cash transfer: The COVID-19 emergency cash transfer response has been completed in rural areas where 249,500 households have received a one-off cash transfer of 45,000 XOF (USD$ 90). In urban areas the response is still ongoing, and 62,000 of the planned 150,000 urban beneficiary households have received their payment so far. Emerging results of response evaluations confirm the successful delivery of payments to beneficiaries while also highlighting operational challenges which the World Bank is addressing in collaboration with the authorities. Flood response: The delivery of cash transfers to respond to the 2020 floods has experienced delays and will be completed by the end of August 2021.
