The project won't likely achieve its development objectives unless radical remedy actions are taken by the Ministry. The key reasons for the slow implementation progress remain the weak implementation capacity by the Project Management Unit, and the project’s fragmented institutional implementation arrangement. A time-bound action plan was agreed with the Ministry of Education and Training on December 6, 2018, containing 24 actions to be completed on different dates but the latest by June 30, 2019. By now, 16 actions are due, 3 out of which have been completed. The two afore-mentioned issues are being addressed by the 4 actions out of these 24 actions. The remaining 20 actions aim to support the Ministry and the PMU to advance the implementation in the areas of development of the Learning Management System/ Teacher Education Management Information System, implementation of the CPD programs and modules, the development of CPD policies, the recruitment of an Independent Verification Agency, and capacity building for the Lead Teacher Training Universities. The project progress shall be reviewed in the upcoming Implementation Support Mission scheduled in May 2019 as to what actions shall be completed by October 2019 to get the project back on track. The upcoming Mid-Term Review, scheduled in October 2019, would present an opportunity to agree restructuring options shall critical actions not have been carried out as agreed.
