Three implementation support missions have been completed since that date, along with frequent video conferences to address specific issues. The ISR also builds on the findings of the semi-annual Progress Report, submitted by the implementing agency, Rio de Janeiro’s Secretariat of Planning and Management (SEPLAG). Implementation continues to be satisfactory, with one component completed (Disaster Risk Management) and the other three close to finalization (Public Management, Health, and Education). To date, 60% of the project’s resources has been disbursed, and 14% has been contracted. The implementing agency estimates that an additional 6% of the loan amount will be disbursed by the end of the fiscal year, bringing the disbursement rate to 66%. The disbursement rate has slowed as a result of the substantial exchange rate depreciation observed last year. Activities representing an additional 16% are in the final stages of procurement and are expected to be delivered before the closing date. The activities for strengthening disaster risk management have been delivered, and those supporting improvements in the management of central management processes (including the structuring of results agreements, modernization of key information systems, and inventorying of real estate properties) and health services are very advanced and on-track to achieving their respective objectives, with all major procurement processes completed. While progressing well, the education component has been more directly affected by the turnover in technical staff and mid-level managers that resulted from the transition to the new administration in 2015. The pace of the implementation of this component accelerated in the second part of 2015. The number of real estate properties of the State Government that were regularized has surpassed the target for the indicator by 20 percent a year and a half before the closing of the project. In addition, during January and February 2016 there were more than 1,500 events of land movements and landslides in response to which the Environmental Institute, the Geological Department, and the Civil Defense mobilized in close collaboration with municipalities. No victims were registered. Overall Comments Two of four indicators (number of real estate properties regularized and the number of hospitals participating of the PAH I) have been met and surpassed well in advance of the project closing date. Two other indicators (number of secretariats that have signed results agreements and the average number of days needed to issue reminder letters by RioPrevidencia) are evolving positively and are on track to meet the target. The indicator related to the improvement of the supply chain will need to be revised, as the Hospital used to measure progress was municipalized at the beginning of the year. A Hospital of a similar profile will identify and used for the remainder of the project. The indicator measuring the percentage public servants in strategic positions of the Secretariat of Education receiving performance evaluation suffered a reversal due to technical problems experienced with the evaluation system at the end of 2015. These problems have been addressed and are not expected to affect future rounds of evaluation.
