Overall, COVID-19 had negative impacts on the implementation progress of project as most activities were delayed because of constraints posed to contractors, consultants and the project team. As of May 31, 2020, the total amount disbursed was US$52.4 million out of US$135 million representing 38.9% of financing while 60% of the financing is committed. 6/30/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Electricity Access Expansion Project (P153743) Component 1. Upgrading and Reinforcement of Transmission Systems in Western Grid The implementation of this component continues to be delayed due to contractual issue with the Consultant in charge of carrying out technical studies. The PIU reinstated the contract with expectation to accelerate the technical studies and procurement. Component 2. Extension and reinforcement of the distribution system The construction works for the first three contracts (Lots 1, 2, 3) under the original project have been completed satisfactory, despite delays accumulated over time. However, Lot 4 remains on the critical path for the original financing as delays still accumulate. The remaining equipment to be manufactured and shipped are high voltage circuit breakers and switchgears which are substantially delayed because continuous financial difficulties of the contractor. The physical execution rate increased slightly to 31% compared to 28% during last ISR, partly due to COVID-19 travel restrictions of contractor's technicians. With the delays and COVID-19 impacts, the end of construction works is projected to June 2021. A significant progress was noticed in the number of new connections which increased from 5,549 connections during last ISR to 21,738 by NIGELEC. The target is still to reach 40,000 connections by September 2020 when the contractor starts its work in Niamey area. Despite delays in the procurement of activities under the Additional Financing (bidders requested more time to cope with COVID-19, important milestones have been achieved with bidding evaluation in progress for the distribution systems densification and expansion in 8 cities as well as for procurement of additional meters and connection materials and for the recruitment of the owner engineer. Contracts are expected to be signed by mid-July 2020. The tender for rural electrification was launched at the beginning of June 2020. In parallel, the PIU is launching the procurement for activities financed in parallel by the European Investment Bank (EIB) and European Union (EU). The project, however, needs to improve significantly project management and procurement to reduce delays the implementation of activities and shortcomings in contract management. The project's overall performance in environmental and social safeguards is satisfactory and the risk was considered as moderate. The Grievance Redress Mechanism is in place. Due to COVID-19, there were very little physical activities under Lot 4 which was the only active construction work during the period covered by this ISR. The environmental notice and RAP will be prepared during July 2020 for distribution activities. The gender consultant is progressing with data collection for the preparation of gender and Gender-Based Violence action plans. Component 3. Strengthening institutional capacity in the electricity sector The overall assessment of this component is Satisfactory and all the activities planned under the initial financing have been finalized. Ongoing activities are the preparation of a financial model for the sector, the emergency plan for NIGELEC, the restructuring and capacity strengthening of the service in charge of the control of indoor installations and equipment of NIGELEC's vocational training center.
