There is a good progress in project implementation in the first months 2011 and most of the agreed actions from the Action plan put together in December 2010 have been implemented. Nevertheless, more efforts are needed to implement the most immediate actions, related Public Disclosure Copy to mainly to Kalotina and Kapitan Andreevo BCPs (design and development of the bidding documents), and for the road under Component 2 (completion of the land acquisition process). Currently the contracts signed now represent 70 percent of contracts in number, but only 24 percent in value. While most of the goods contracts have been signed, the bulk of remaining contracts are related to the civil works. Disbursement is expected to significantly increase in FY 12, when most of the civil works contracts will be signed. By the end of FY 12 all funds are expected to be committed. The measured results, which need to be confirmed over the first half of 2011, show that project target values for reducing transit times at Kalotina and Kapitan Andreevo Border crossing points have been even exceeded at this point. There is a very good progress in the last three months in implementation of the Action plan for the project, put together in December 2010 and most of the key bottlenecks have been overcome. The recent mission noted the very positive impact of the on-going design for Kapitan Andreevo to the preparations for Bulgariaâ➂�➂ s accession to the Schengen area. Still, there are some delays in the implementation of some of the key actions and the Government should make sure that the remaining works packages are processed with no further delay. It is expected that all project funds will be committed by the end of FY 12. Public Disclosure Copy There has been a good cooperation over the last period between border agencies and the Inter-Ministerial Steering Committee for Border Control (ISCBC) have been meeting frequently to discuss the key bottlenecks and accelerate the project progress. The multi-agency nature of the project continues to require proactive coordination among agencies. In this respect, it is essential that the ISCBC and the Working group established under the ISCBC continue to meet frequently enough to address effectively the border control issues and ensure active and efficient coordination.
