B. Grant Development Objective(s)
The Development Objective of the proposed JSDF project is to improve the safety and reliability of the
water supply services to communities in Dushanbe participating in the project. This objective will be
achieved by piloting a pioneering community-based approach designed to implement a sustainable
program of repairs and maintenance of communal water distribution systems in the multi-unit buildings
and mahallas (neighborhood settlements). This project will leverage a proposed IDA-financed Dushanbe
Water Supply Project (P057883) that is focused on the rehabilitation of the water supply infrastructure
(treatment plants and distribution network) under the responsibility of Dushanbe Water Supply and
Sewerage Company (DVK). This project has been appraised, will be negotiated in March 2002, and is
expected to be presented to the Board in May 2002.

The proposed community-based program is aimed at reducing the very large water losses and wastage
inside houses and apartment buildings by supporting the creation and empowerment of Community-Based
Organizations (CBOs) that will manage the communal water distribution systems, collect the fees to
maintain the system and pay the water utility for its services, and eventually expand its activities to other
communal infrastructure.
