II. RESTRICTIONS The proponent is strictly subject to the following restrictions: 1. That no other activities should be undertaken other than what was stipulated in the lEE document Should there be an expansion of the project beyond the project description, construction of other structures beyond those stated in the lEE documents; or any change in the activity, shall be made subject to a new Environmental Impact Assessment EIA requirements; and 2. In case of transfer of ownership of this project, these same conditions and restrictions shall apply and the transferee shall be required to I10tify this Office within fifteen (15) clays as regards to the :ransfer of ownership. Renovation and ExpanSion of PHILJA DEVELOPMENT CENTER 2.0 Description of the Projecfs E~A Process 2.1 Terms of Reference of the EIA Study Based on the revised procedural manual for DENR Administrative Order No. 30 Series of 2003, preparation of Environmental Performance Report and Management Plan is necessary for projects operating without an Environmental Compliance Certificate but applying for one to comply with PO 1586 regulations. Philja Development Center has been in existence since 1979. The proponent wishes to renovate the said center and construct new facilities, thus will secure an ECC to comply with PO 1586. 2.2 EIA Team Philippine Judicial Academy (PHILJA) Development Center, Inc. has commissioned TeGI Engineers to acquire the ECC for their proposed renovation and expansion activities. 2.3 lEE Study Area The scope of this study focuses on the probable adverse impact that may occur during the pre-construction and renovation/construction phases and operation phase of the project on water, air, land, health, society and the environment in general. The impact prediction was based on similar, past actual eventualities and perceptions in relation to the present actual condition of the environment. Based on the predicted and assessment of impacts, enhancement and mitigating measures were formulated to minimize the probability of incurring of such adverse impact. This study however, is limited to the prediction of adverse environmental impacts based on the available primary and secondary physical and scientific data. Conditions during the actual project implementation may vary to a certain extent. Environmental Performance Report and Management Plan Renovation and Expansion of PHILJA DEVELOPMENT CENTER 2.4 ElA Methodology For the purpose of complying with Presidential Decree No. 1586, otherwise known as the Philippine Environmental Impact Statement (EIS) System and its Implementing Rules and Regulations or DENR Administrative Order (DAO) NO.30 series of 2003 (DAO 2003-30), an EPRMP was prepared within the guidelines set forth in the procedural manual of the said DAO. The information used in this EPRMP were based on the primary and secondary data and documents provided by the project proponent. Environmental Performance Report and Management Plan Renovation and Expansion of PHILJA DEVELOPMENT CENTER 3.0 Project Description 3.1 Basic Project Background and Information PHILJA Development Center has been in existence since 1979. However, the proponent wishes to modernize the facility by renovating the existing clubhouse and by constructing new facilities that will serve as venue for some government functions and occasions. Thus, in order to comply with PO 1586, an Environmental Performance Report and Management Plan will be submitted to the Laguna Lake Development Authority to acquire the needed Environmental Compliance Certificate. The submission of EPRMP is based on the provIsion of the Procedural Guidelines for DENR Administrative Order 2003-30 and guided by the recommended outline for the preparation of an EPRMP appended as Annex 0 of the said manual. 3.2 Project Rationale The center was formerly used as sports and country club and envisioned to be an educational institution for Justices, Judges, court personnel and lawyers, complete with lodging facilities, offices for Philja officials and staff members, recreational facilities and other necessary amenities. Thus, renovation and construction for the new facifities will be undertaken to modernize the center and make it more conducive. TCGI Engineers was commissioned by Philippine Judicial Academy to undertake the Detailed Architectural and Engineering Design (DAED) of the project. Perf:.>(rnanc:& Re~jl)rl and fVlanage:tTHtnt Plan Renovation and Expansion of PHILJA DEVELOPMENT CENTER The following main activities shall be undertaken during this phase: · Preparation of renovation/construction plans; · Budget estimation; · Estimate of budget allocation; and · Start of renovation/construction. 3.4.2 Renovation/Construction Phase Construction Activities In coordination with the Project Management, the awarded general contractor, sub-contractors and suppliers shall comply and execute the construction of the project based on the plans, general notes and specifications issued by the concerned designers or consultants, which should conform to the National Building Code of the Philippines and its implementing rules and regulations. The general contractor shall cover construction materials and supplies, equipment, development works, expertise, management, labor and supeNision, and related undertakings to complete the project. The activities to be undertaken during the renovation/ construction phases are as follows: · Mobilization · Site clearing and grading · Form works and scaffolding works · Rebar and structural steel works · Foundation Concreting works · concreting works · Plastering and Retouching · Electrical Works · Mechanical Works · Plumbing and Sanitary Works · Fire Protection · Ceiling Works · Flooring works · Interior Wall Installation · Interior Painting Works Environmental Performance Report and Management Plan Renovation and Expansion of PHILJA DEVELOPMENT CENTER · Iron Works and Handrail · Doors · Windows · Telephone and Cabling works · Landscaping works · Demobilization · And other specialty works Source of Construction Materials Contractors and Sub-Contractors will procure the construction materials such as gravel, sand, pipes, pre- fabricated materials, steel bars, cement, etc. from hardware stores primarily within Tagaytay. In cases that materials are not met by the local source, suppliers adjacent to the province shall be tapped. Utilities Water that will be used for the construction will be sourced from the existing water system of the facility. The existing 5,000 gallon capacity of water tank will be maintained and wii be used throughout the project lifespan. Electric requirement during construction shall be tapped from the existing power system of the facility during the initial stage and later on will have a connection from MERALCO. Waste Reduction Scheme Sorting of waste materials as to its reusability and recyclability shall be undertaken. Proper storage of the materials shall be done. A space for recyclables shall be provided. A temporary staging and stockpile area for materials and debris will be provided within the area. This will be the responsibility of the Contractor and the Project Manager. Construction debris which can be recycled can be sold to interested individuals. Other residual wastes shall be collected everyday. A private garbage hauler may be hired by the Contractor to carry out the job. En\/iro;)tTlenta! F'e-rT()t'frI2PCe Kt?pon McFI<:>9EHil9rn: ~;nn Renovation and Expansion of PHILJA DEVELOPMENT CENTER Types of Equipment to be Used The equipment to be utilized during construction are the following: · Air compressors · Backhoes · Cranes · Concrete mixers · Compactors · Concrete pumps · Pavers · Graders · Water pumps · Tractors · Bulldozer · Trucks for hauling · Vibrators, etc. Temporary Toilet, Accommodations and Sewage Facilities The contractor shall provide temporary toilets or portalets, canteens, offices, and other welfare accommodation during the construction period. Safety of Employees The project management shall conduct regular daily morning tool box meeting and do orientation on construction and occupational safety and health program to be conducted by the Safety Engineer/Officer. The Safety Engineer/Officer shall deploy safety supervisors to monitor and check all facilities, work place and construction procedures to prevent hazard to the workers and the public in general. Daily housekeeping and clean-up shall be done on a daily basis of the respective workplace and access route after days work. A crean - and healthful work environment conducive to humans shall be maintained at all times. putting health of employees in top priority. Environmemal PerforrT;a~Ge Report and Management Plan Renovation and Expansion of PHILJA DEVELOPMENT CENTER Personal Protective Equipment (PPE) shall be required for each individual who shall be exposed in the project work place. PPE are protective clothing, equipment and gadgets such as protective eye goggles, hand gloves, hard hats, construction shoes and other gadgets appropriate for a specific scope of work. Safety of the General Public The project management shall provide a safe access way to passers-by and motorists along perimeter of the project site. Warning signages or billboards shall be posted on conspicuous spots to make aware the general public of such hazards. Security and Peace & Order The hiring of craftsmen/laborers shall be in coordination with the Barangay, and shall give employment priority to local residents with good moral standing as cleared by the barangay Captain, therefore, lessening the chances of hiring notorious or trouble trigger employees. A security group in coordination and collaboration with the barangay shall be created to monitor and neutralize the project site and adjacent area from unscrupulous individual or group. House rules and regulation for workers shall be formulated and implemented during the construction phase to promote security and peace & order with in the project site. Wherein, the enforcement of the rules and regulation shall be implemented by the Security Guards. Installation of Security Guards Project management shall install full time Security Guards to work 24 hours a week (24/7), whose function shall be to: · Check the incoming / outgoing workers and materials at the project site. · Conduct roving inspection around the project perimeter. · Record / log-in or log out project site activities Environmental Performance Report and Management Plan Renovation and Expansion of PHILJA DEVELOPMENT CENTER 3.4.3 Operation Phase Power /Water Source Water will be sourced from the existing water system of the facility. A 5,000 gallon capacity water tank is being provided for the operation. However, when the project becomes fully operational, 20,000 gallon capacity water tank will provided. The existing power system of the facility shall be used in the initial stage afterwards will be depending on MERALCO for its power supply. Generator set will also be provided to support the operation during power interruptions. Sewerage System Sewage Treatment Facility shall be provided to treat all liquid wastes coming from the project's operation. Storm Drainage System The storm drainage system shalf consist of roof drains collecting rain water and pass through several downspouts and collected to main storm drain lines which in turn will discharge to the on-site drainage line leading to the existing drainage line of Aguinaldo Highway. Solid Waste Generation Solid waste shall be collected as part of the city waste disposal system. Collected waste shall be recycled in accordance with DENR guidelines. Garbage bins shall be available within the project area to facilitate sanitary handling and temporary storage of the same. Waste haulers shall collect the segregated garbage. Post Construction Abandonment (Demobilization) Abandonment activities will commence upon substantial completion of the project say at 95% to ensure the smooth flow and timely commencement of the occupancy activities. Abandonment and demobilization activities shall include the following: }- Dismantling of temporary structures such as temporary field office, warehouse, motorpool and other temporary facilities used during the construction phase. );.- Dismantling and demobilization of crane, generator sets, form systems, scaffolding systems and other support equipment or systems used during the construction phase. >- General cleaning of the exterior and interior. The area shall be totally cleared off excess materials and equipment. The contractor or project management shall see to it that any damage/s the construction of the project may have caused on the roadway, sidewalk and drainage line will be restored to its original condition. After Construction Upon construction completion, the proponent/contractor shall see to it that all temporary structures used for the construction activities shall be demolished. The estimated number of workers which will be hired for abandonment or demobilization may be at a maximum of 20. Same may be composed of a project manager, a site supervisor, - carpenters, plumbers, laborers and welders. Environmental Performance Report and Management Plan Renovation and Expansion of PHILJA DEVELOPMENT CENTER After the Projected Lifespan The proponent shall be responsible for the repair restoration or demolition of the project during its entire design life (50 years). If ever, the structure would reach its estimated lifespan, the same shall be demolished maybe by the future buyer of the property. However, structures such as this is used for a very long period of time and undergoes renovation and repair works to extend its safe life span. The necessary activities to be undertaken may involve demolition using the latest available scientific technique, leveling works and others. These activities however are not foreseen in the near future. 3.5 Resource and Utility Requirements, Manpower, Cost Utility Resource and Requirement Water will be sourced from the existing water system of the facility. A 5,000 gallon capacity water tank is being provided for the operation. However, when the project becomes fully operational, 20,000 gallon capacity water tank will provided. The existing power system of the facility shall be used in the initial stage afterwards will be depending on MERALCO for its power supply. Generator set will also be provided to support the operation during power interruptions. During its full operation, let say all the lodging facilities are occupied, the project is estimated to generate about 75.70 cubic meters per day. The domestic wastewater flows are commonly determined on the basis of population density and the average per capita contribution of wastewater about 85% of the per capita withdrawal consumption of water becomes wastewater. The expected daily volume of wastewater to be generated is 64.35 cubic meters per day. With the manpower, the construction is expected to last for 14 months. Project Cost The proposed development was estimated to have a project cost of PhP280,362,049.00. 3.6 Waste Generation and Built in Management Measure The wastes to be generated are mainly from office and domestic activities. The residual waste which cannot be recycled wili be disposed of in accordance with the regulation of the local government. 3.7 Summary of Comparison of New and Old projects The demand for water is expected to increase by at least 75% of the previous demand which would total up to 75.70 cubic meters per day once the project becomes fully operational. In terms of solid wastes generation, it is assumed that the volume will increase. Thus, total solid wastes to be generated would add up to 167 kg/day. It extends eastward along its shoreline in the north up to the histortical Zapote Bridge and the inland terrain in the south up to Carmona. Tagaytay City however is situated along a ridge, which is believed to be once the rim of an ancient volcano. Inside the crater of the ancient volcano is the Taal, one of the smallest yet powerful volcano in the world. The municipalities of Silang, Amadeo and Indang bound the City on the north and Cabuyao, Laguna on the northeast. Alfonso shares the western limits of Tagaytay while beyond the southern boundary are the towns of Laurel and Talisay of the province of Batangas. Boundaries It is bounded on the east by the provinces of Rizal and Laguna, on the south by the province of Batangas, on the west by South China Sea and on the north by Manila Bay and the City of Manila.
