Most of the preparatory activities required to be implemented before actual project implementation and disbursement, including the opening of designated/project accounts and establishment of Project Coordination Units (PCUs) by the different Implementing Agencies (IAs) have been completed. Significant progress has been made towards finalizing the County Participation 6/3/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Water and Sanitation Development Project (P156634) Agreements (CPAs) between the National Treasury and Counties that will allow disbursement of funds to the counties and the Water Services Providers (WSPs). The Attorney General 's office provided clearance for CPAs for six counties under Component 1 and 2 - Wajir, Garissa, Kwale, Taita Taveta, Kilifi and Mombasa - together with their respective Water Services Providers (WSPs) Agreements in early May. The Agreements for Wajir and Garissa were signed by the Cabinet Secretary (CS)-MoWS and the respective counties on May 16, while those of the four Coast counties were signed on May 20. All the Agreements will be returned to the National Treasury (NT) for signature by the CS-NT, expected by May 24, after which the process will be completed. This represent a significant achievement to the sector and to the Project as it aligns the project implementation arrangement with the devolution of water and sanitation services delivery. Most of the Implementing Agencies have made good progress towards preparation of their proposed activities. The IAs have ready detailed designs and bidding documents for immediate interventions, and procurement has started for some of the activities. Two WSPs have awarded contracts amounting to US$6.5m, which will be signed once funds are transferred to the WSPs. Additional water supply and sanitation works contracts amounting to about US$20million are expected to be awarded by the end of June 2019. Most of the IAs have also advanced the procurement of consultancy firms to support them in design review, updating of safeguards documents and supervision of the immediate works contracts. Some IAs had slowed down the procurement process to avoid awarding contracts but not being able to commence because of unavailability of funds. With signing of the CPAs, implementation is expected to kick-off in earnest. To ensure their readiness to implement, the IAs have received significant capacity building and training in financial management, procurement and safeguards. Furthermore, the MoWS is in an advanced stage of procuring the services of a consulting firm that will provide practical and regular hands-on procurement, including on engineering, safeguards, procurement, financial management, as well as monitoring, evaluation and performance assessment services to ensure a successful implementation of the Project. This contract is expected to be signed by June 28, 2019.
