Amendment to the Financing Agreement and Grant Agreement
We refer to (i) Financing Agreement between the Kyrgyz Republic ("the Recipient") and the
International Development Association for the above-mentioned Project ("Financing Agreement") pursuant
to which the Association has extended the above captioned financing ("Financing"); and (ii) Grant
Agreement between the Recipient and the International Bank for Reconstruction and Development, acting
as Implementing Agency of the Global Environment Facility, for the above-mentioned Project ("Grant
Agreement") pursuant to which the Bank has extended the above captioned grant ("Grant"), both dated
January 18, 2016 (collectively called "Legal Agreements").
We also refer to your letter dated May 2, 2020, requesting the World Bank to amend certain
provisions in the Legal Agreements.
We are pleased to inform you that the World Bank concurs with the request and proposes to amend
the Legal Agreements as follows:
1. The Financing Agreement
(I) Part 2(b) of Schedule I is amended in its entirety to read as follows:
"(b)     Provide support to Participating Leskhozes to implement investments on land use
management practices and alternative livelihood opportunities, including, inter alia, (i)
afforestation, (ii) nursery construction, (iii) pasture management plans, (iv) rehabilitation
of existing bridges and roads, and (v) provision of multifunctional equipment and
seedlings, all as set forth in the INRMPs or Annual Operational Plans, as applicable."
(2) New Subsection G is to be added to Section I of Schedule 2 to read as follows:
"G.    Annual Work Plan
I.    The Recipient shall cause SAEPF to prepare, in accordance with the terms of reference
acceptable to the Association, and furnish to the Association not later than December I of
each calendar year during the implementation of the Project, a work plan containing all
activities proposed for inclusion in the Project for the next calendar year, including: (a) a
detailed timetable for the sequencing and implementation of proposed Project activities;

(b) the types of expenditures required for such activities and a proposed financing plan
(including the necessary funds and resources to be provided by the Recipient for such
expenditures); (c) any training activities that may be required under the Project; and (d) the
reference to each environmental and social safeguards instrument applicable to said
activities in accordance with the provisions of Section I.F of this Schedule 2 and the
proposed approach to ensure preparation and implementation of said instruments during
the relevant year.
2.     The Recipient shall cause SAEPF to afford the Association a reasonable opportunity to
exchange views with it on each such proposed work plan; and, thereafter ensure that the
Project is implemented with due diligence during said following calendar year in
accordance with such work plan as shall have been approved by the World Bank.
3.    The Recipient shall cause the SAEPF not to make any material change to the approved
Annual Work Plan without prior approval in writing by the Association."
(3) Table under Section IV.A.2. is amended and replaced in its entirety to read as follows:

(4) New definition "Annual Work Plan" is added to the Appendix (Definitions) as section 3 to read

in accordance with the provisions of Section I.G of Schedule 2 to this Agreement, as said
work plan may be modified from time to time with the prior written agreement of the
Association."
The rest of the sections in Appendix are renumbered accordingly.
(5) Section 21 (former 20) of the Appendix - definition ofParticipating Leskhoz" is amended to read
as follows (modifications are shown in italics):

"21.   Participating Leskhoz" means any Leskhoz which has been selected in accordance with the
criteria set forth in the Project Operations Manual to implement Leskhoz Investments under
any given INRMP or Annual Operational Plan."
11. The Grant Agreement
(1) Part 2(b) of Schedule I is amended in its entirety to read as follows:

been duly authorized or ratified by all necessary governmental actions.

This refers to Section II.A.1 of Schedule 2 to the Financing Agreement between the Kyrgyz
Republic (the Recipient) and the International Development Association (the Association) and
Section II.A. I of Schedule 2 to the GEF Grant Agreement between the World Bank, acting as an
Implementing Agency of the Global Environment Facility, and the Recipient, both dated January
I8, 2016 for the above-mentioned Project. The Recipient hereby confim-s to the Association/World
Bank that the revised indicators set forth in the attachment to this letter shall supersede the indicators
set forth in the Supplemental Letter dated January 18, 2006 and shall serve as a basis for the Recipient
to monitor and evaluate the progress of the Project and the achievements of the objectives thereof.

organization of leskhozes and forestries (sub-units in leskhozes) with the merger of sorrie leskhozes. As a result
the total number in the country is 39, of which 13 are included in the project. Tile new target of 46 also includes
the SAEPF, and six participating municipalities (including their associated self-government bodies).
2.       Land area where sustainable land management practices were adopted as a result ofproject
interventions (hectare). The definition includes areas in leskhozes benefiting (directly and indirectly) from
investments of sustainable land management in INRMPs that have been implernented with project support. The
proposed target is smaller than the original. The original target captured the entire area of leskhozes, but with
some areas where SLM practices would not have been adopted. The indicator also includes the areas in
municipal forests in which SLM practices are adopted with support from the project.
3.      Forest area brought under management plans (heetare). This indicator is the total area of leskhozes
brought under integrated natural resource management plans, which are intended to cover a period of five years.
The indicator and associated target includes the area brought under municipal forest operational plans. As a
result the target is larger than the original.
