Summary of Progress: The project continues to make progress towards achieving the PDO through a range of measures to reduce air pollution,
facilitate coordination on air pollution abatement, and protect vulnerable groups from high levels of air pollution. The recent restructuring of the project
has reallocated the remaining funding from the project, including those from the savings from the clean stove program, to the following activities: (i)
Provision of HEPA filters to an additional 119 kindergartens and hospitals; (ii) Support to local stove and boiler manufacturers for the design and
production of clean stoves and boilers and pilot distribution to targeted groups; (iii) Support for energy efficiency measures for detached ger houses; (iv)
Support for energy efficiency measures and/or non-coal solutions in government buildings; (v) Enhanced public awareness program; (vi) Extended
project support for the PMU (the restructuring has also included a one-year extension of the closing date of the project to June 30, 2018).
Sustainability: Despite the documented achievements of the Clean Stove Program in lowering average ambient air pollution levels in Ulaanbaatar (UB)
during winter months during 2013-2015, the government stopped supporting the clean stove program at the end of 2015. Air pollution from ger
neighborhoods remains particularly acute, accounting for an estimated three-quarters of PM2.5 in UB in the winter. A multi-faceted effort supported by
the municipal and national government and international donors remains urgently needed to identify and support effective air pollution control options
together with measures to protect vulnerable groups (children, the elderly) from high air pollution levels.

Comments
The feasibility study undertaken for the replacement of HOBs found that in order to make non-coal heating options feasible, it is necessary
to first undertake energy efficiency measures in the respective government buildings. Therefore, the pilot was converted to supporting
energy efficiency measures for government buildings which had already replaced their HOBs to non-coal heating appliances. Although the
project is therefore not expected to directly replace HOBs with non-coal heating appliances, this indicator will likely be met through UB’s
own funds.
