The grant was approved by the World Bank Board on May 4, 2020. The Grant Agreement was signed thereafter, and the Grant was declared effective on May 28, 2020. Due to the COVID-19 pandemic and the closure of schools since March 2020, the distribution of school grants, the main activity under this project, needs to be postponed until the system re-opening. It is expected that schools will resume in October 2020. The school grant operation manual has been finalized and currently the Ministry is printing 55,000 copies of the school grant manuals to be distributed to all public schools, localities' and states' officials. The Ministry and the PCU has developed a detailed work plan for the implementation of the project with the aim of ensuring that school grants will be delivered to all public schools in October-November 2020 under two modalities: (i) direct provision of grants to localities with FM capacity, and (ii) provision of grants through Intermediate Services Providers (ISP). The PCU is mapping and contracting NGOs in localities that could serve as ISPs. The PCU was asked to make week-by-week work plan for August, September and October as these are 3 critical months to put in place the systems ready for school grant transfers in October.
