Activity implementation continued to be delayed due to the travel and social distancing requirements with respect to the COVID pandemic. The project team made adjustments to activity implementation, as a response to COVID. For example, communications on COVID prevention, in line with Ministry of Health regulations, have been shared with communities through the local NUSAF committees. For Labor Intensive Public Work (LIPW), social distancing measures have been put in place as part of Occupational Health and Safety. Component 1: Labor Intensive Public Works and Disaster Risk Financing: The component has financed and implemented a total of 3,459 subprojects at a transfer of UGX 189,992,239,534 with investment focus in agriculture (150), environment (546), fisheries (57), forestry (1,054), road 6/30/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Third Northern Uganda Social Action Fund (NUSAF 3) (P149965) (1,143), trade (57) and water (452). The community has accumulated mandatory savings of UGX 36,271,245,729. Most of the LIPW community savings groups were given guidelines and trained in VRF ways to save, invest, earn and as a result improve community resilience to livelihood shocks. The major focus of the LIPW after projects closure at the district level is to focus on implementation of Operations and Maintenance (O&M) and infrastructure sustainability plans. The Disaster Risk Financing (DRF) has been triggered four times from 2016-2019 to the tune of $10 million (32,117,790,407 UGX.). A total of 80,282 households have benefited from post disaster activities. Component 2 - Livelihoods Investment Support: This component has funded 8,857 (115%) sub-projects benefiting 132,838 beneficiaries (133%) of which 86,524 (65%) are females. 94% of funded sub-projects have been completed. The implementation of remaining 6% sub-projects funded between January to March 2020 are in progress, having been affected by COVID 19 restrictions which limited community engagements, functionality of market systems, and movements. The key focus areas of IHISP as the Project comes to a close, will be:(i) completion of sub- projects activity implementation, handover of assets, accountability of funds, closure of bank accounts, and archiving of records; (ii) finalize and disseminate Sustainability Plan (iii) Documenting lessons, good practices, innovations, and challenges to inform decisions for future operations. Component 3 – Strengthening Transparency, Accountability & Anti-Corruption (STAAC): The component shared information about transparency, accountability and anti-corruption with over 132,000 citizens including community monitoring groups and sub-project leaders directly through meetings, trainings, workshops and the community score card. Component 4 - Safety Net Mechanisms and Project Management: Monitoring and Evaluation (M&E): There has been good performance of the project as reflected by the overall achievement towards the 5- year results targets of the project which are on track. The M&E information will be closely linked with the communications function of the operation, to ensure lessons are widely shared. National Single Registry (NSR). Significant work has happened on development of the NSR which is now functional. The NSR for Social Protection is an initiative of the government under the Ministry of Gender, Labor and Social Development (MGLSD) and anchored on the National Social Protection Policy, 2015. The NSR is a unified portal to consolidate essential information on beneficiaries of social protection programs through establishment of linkages with program Management Information Systems (MISs) and the National ID Database. The next steps for NSR developed are: i) Continued onboarding of new/existing Programs into the NSR e.g. the National Social Security Fund (NSSF) ii) Continuous User training and capacity building of users iii) Integrating NSR in government systems and programs.
