Measured by the PDO indicators, the average time to issue a construction permit is within the target of 60 days both at the central and at the municipal level. In the first three quarters of 2013, it took 43 days at the central level and 38 days at the municipal level on average to issue a construction permit. The average time to issue a construction permit at the municipal level continues to deteriorate (since 2012). The Ministry of Sustainable Development and Tourism (MSDT) needs to provide training support to municipal authorities for the implementation of One-Stop-Shop. It takes 13 days on average, as per Monitoring and Evaluation (M&E) report to register a purchase and sale transaction with the Real Estate Administration. This is below the target for 2013 which is 9 days. However there is evidence that the average time much improved (1 to 7 days on average in the busiest office Page 1 of 6 The World Bank Report No: ISR13046 (Podgorica)) but the monitoring system is not capturing this improvement. There is a need to improve project M&E. There are delays in completing the works on new READ building in Podgorica. Intended works completion date has been extended for the second time, till October 31, 2014.
