Regional Component (implemented through MRC Secretariat): The component closed as planned in December 2019 following successful completions of all activities. Key achievements and lessons learned from the transboundary projects supported under the component were showcased in the 7th Regional Stakeholders Forum on Transboundary Water Resources Management held in Bangkok in May of 2019 and the project closing workshop in Luang Prabang, Laos PDR in November 2019. National components are implemented through MONRE and MAF. As of August 31, 2020, the cumulative disbursement to the Additional Finance Credit IDA-61180 was USD 13.09 million (or 51%) of the total financing of USD 25 million. Good progress has been made across all sub- components since the Mid Term Review in November 2019, namely on the River Basin Planning activities (with six draft River Basin Management Plans to be completed and submitted to the Government for approval by November 2020). Planned activities under the irrigation sub-component have also been completed as planned (include the rehabilitation of 19 irrigation schemes and 15 flood gates). For the fisheries management sub- component, Fisheries Management Committees (FMCs) have been established and officially registered in all 15 kum banhs, and monitoring activities started. Despite significant progress across all sub-components, close attention from MONRE is needed to support the integration of water resources planning, modelling, the installation of new hydromet stations, along with the detailed plan for the new activities. Advancing these activities will increase the lagging project disbursement and will ensure completion of all activities by the new project closing date. All three action plans for implementing the coordination mechanisms (including 1. Mekong-Sekong Rivers Fisheries Management project, 2. Sesan-Srepok River Basins Water Resources Management Project, and 3. Mekong Delta Water Resources Management Project) were completed and endorsed through official letters from the countries. Indicator 2: Number of water resources management instruments applies by MONRE. Two instruments have been completed including: framework basin plans for 1. XBF, and 2. for XBH. Six River Basin Management Plans (RBMPs) (Nam Ou, Nam Theun-Nam Kading, Xe Done, Nam Ngum, Xe Banfai and Xe Banghieng) are on track to be completed and submitted to the Government by November 2020 for approval. The contract for River Basin Planning firm were awarded and the firm is now supporting DWR in identifying options for engaging stakeholders to inform the planning process, and support the development of an additional three RBPs to be delivered in the first half of 2021. Further 35 stations will be upgraded or installed, under a joint procurement with the Lao Southeast Asian Disaster Risk Management project, to monitor hydromet conditions for water resources management which is expected to commence in November 2020. The delivery and installation of the hydromet equipment has been delayed due to the COVID-19 as the supplier is not in the country. Indicator 4: Area provided with irrigation and drainage services (ha) (Hectare(Ha), Corporate) has been achieved. Indicator 5: Number of functional Fishery Management Committees (FMC). Fisheries Management Committees (FMCs) have been established and officially registered in all 15 kum banhs, their management plans prepared and formally approved, and their fish conservation zones demarcated. They have been equipped with engine boats and monitoring control and surveillance equipment. FMCs have been budgeted and staffed according to the plans. Management plan implementation (monitoring and patrolling) training materials have been prepared and training is now underway. Training has been completed in three kum banhs (KBs) in Khong District, Champassak Province where fishing regulations are now being enforced. Three kum banhs have already met the criteria of functional FMCs, and good progress were made in the remaining seven kum banhs. (target ten). It is expected that the targets set for this indicator (10 kum banhs) will be met before the end of the Project. Key updates on the Intermediate Indicators for the last three months including: Indicator 4: Number of sites in priority river basins where NEREI conducts water quality monitoring. The indicator is on track to be met by project closing. Water quality monitoring is currently carried out four times per year at eleven sites spreading across three river basins: Xekong, Xechamphone wetland and Lower Nam Ngum. Biological parameter is one of the criteria. The monitoring has not been started, but the preparation for it is undergoing. Sites selection for biomonitoring was completed. Plan for bio- monitoring sampling has been submitted to PMU for approval. Indicator 5: Number of priority river basins where MONRE has applied water resource model packages. The project expects to update 4 existing modelling packages and develop 3 additional modelling packages and apply all 7 modelling packages to support river basin management. Data at local level for the modelling packages were updated to 2015-2017, which is considered good enough for model. Indicator 7: Number of regulations piloted at the basin level. The project is providing advisory services on the development of River Basin Decrees, the National Water and Water Resources Management Strategy and regulations to support implementation of the Water Law. The preparation of the decrees, strategy and regulations is on track. Groundwater Management Plan for Savannakhet province is under preparation, and the potential pilot of Water Use Licensing in under discussion. Indicator 13: Number of new or rehabilitated, functioning fishery hatcheries. Three existing hatcheries have been renovated and are now operational producing fingerlings of indigenous and non-indigenous species and developing feed (moina) production, broodstock management and fingerling nursing techniques. Hatchery Operation and Management Manuals have been prepared. It is expected that the remaining (new) hatchery in Attapue will become operational by December 2020 but may not achieve fingering production levels of 30% of maximum production capacity before project end necessary for reporting the achievement of this indicator.
