The first disbursement (into the designated account) was made in September 2019, but activities on the ground and achievement of the project outcomes have yet to begin and are significantly delayed. The COVID-19 pandemic created further delays due to the lockdown and restrictions on movement in the last quarter of FY20, but the situation has since improved. The World Bank team is pleased to note the progress made by Sindh Energy Department (SED) in issuing contracts under Component 2 for the installation of solar power on 35 hospitals under the special COVID-19 response measures implemented since April 2020, and that at eight sites the installation of the solar panels has been completed. Final commissioning of the first few sites is expected in the coming weeks once electrical upgrades and net metering applications are completed and approved. 6/8/2021 Page 1 of 6 The World Bank Implementation Status & Results Report Sindh Solar Energy Project (P159712) Since the start of 2021 the Project has signed Grant Agreements with a number of solar home system suppliers under Component 3, and approval is now pending for installations to start in the target districts. The rating for Overall Implementation Progress is maintained as "Moderately Satisfactory" in recognition of the progress made on Component 2 and the imminent start of activities under Component 3. The rating for progress towards achievement of the Project Development Objective is also maintained at "Moderately Satisfactory", reflecting the reasonable likelihood that most or all of the project's desired results can be achieved if implementation is accelerated. However, enhanced progress and swift action on a number of procedural and compliance issues is necessary before the Mid-Term Review scheduled for November 2021. The World Bank would like to thank the Korean Green Growth Trust Fund (KGGTF) for the generous grant funding provided for Bank-executed technical assistance in support of this project, which is now completed.
