The Second Dushanbe Water Supply Project (DWSP2) was approved on June 7, 2011, became effective on October 12, 2011, but due to delays in the recruitment of the Project Management Consultant (PMC), implementation only started in October 2012. Since then, Dushanbe Vodokanal (DVK) and PMC have achieved major implementation acceleration, with generally satisfactory project management performance and technical outputs, and put Page 1 of 6 The World Bank Report No: ISR16809 DWSP2 back on track for completion by Dec 31, 2015. As of October 2014, 14 months before closing, all the main investment contracts are underway, with over 90% of project funds committed, and disbursements now at 48%. Among key on-going activities, 76,500 meters have been procured and are being installed (Component 1, Demand Management), the critical rehabilitation of the SAM Water Public Disclosure Copy Treatment Plant filters is underway with a challenging timeline (Component 2, Water Quality Improvement), and a modern customer billing and collection system is being installed (Component 3 Institutional Capacity Building). There are no known compliance or quality issues. Both procurement and financial management performance have improved and are deemed satisfactory. The main implementation issue is that significant cost increases and currency exchange losses had to be accommodated under an already constrained project budget. Up to $2.8m of planned investments have thus been cancelled (NAP pumping station, SCADA system, master meters, seismic study, etc), selected to minimize impacts on the Project Development Objective (PDO). Despite a good investment completion outlook, and clear trends of improving financial performance and customer satisfaction, DVK must accelerate efforts to decisively improve service quality, and thus meet all Project Development Objective (PDO) indicator targets as quantified in the Results Framework (RF). Despite ongoing investments, service quality indicators may not be consistently met unless DVK’s Operation & Maintenance and Customer Service departments more effectively focus their activities on improving (i) water quality in the network, (ii) service continuity, and (iii) billing and collection performance. Newly identified constraints in the network will also prevent achieving the water turbidity indicator target in parts of the city, and call for additional rehabilitation of filtration capacity at SAM WTP. The above mentioned investment cancellations also may undermine some expected gains in service continuity. The timely completion of works for rehabilitation of the SAM WTP filters is particularly critical. DVK must continue pursuing the Operational Performance Improvement Action Plan (OPIAP) under DWSP2. In particular DVK’s Operation & Maintenance and Customer Service departments must more effectively focus their activities on improving (i) water quality in the network, (ii) service continuity, and (iii) billing and collection performance. Similarly, DVK's Public Relations department must become more involved in implementing the Communications Strategy that must accompany project activities and DVK's change.
