Progress in Project implementation is satisfactory. Procurement of additional major medical equipment and supplies for COVID_19 response is under way, with these goods to be distributed to designated health facilities once delivered. As of October 18, 2021, 87 MPA-projects had been approved providing a total commitment of US$4.2. However, one operation (Guatemala) was cancelled in mid-September, at the request of the Government. Therefore, there are now 86 MPA active operations. Disbursements during the past month have increased at a rapid pace. Fifty-four (54) country projects or 63% of projects approved have reached 70-100% disbursements (reasons for 100+% disbursements relate to fluctuations between the Euro and the SDR against the US$). The projects benefit around 3.7 billion people or 50% of the global population. Of the 86 approved projects: (i) 33 are in Africa – 12 in AFE and 21 in AFW; (ii) 12 in East Asia; (iii) 14 in Europe and Central Asia; (iv) 11 in Latin America and the Caribbean; (v) 7 in Middle East and North Africa; and (vi) 9 in South Asia. Eighty-four (84) or 98% of projects approved are disbursing. Total disbursements as of October 18, 2021, amount to US$3.1 billion or 73% of overall commitments. Streamlined procedures, delegated approval coupled with flexible project design and intensified efforts across the Bank have contributed to the progress. Several projects have/are being restructured to include vaccine related procurement. Implementation is being guided by Bank teams working in parallel in other health related projects, including Additional Financing operations supporting vaccine procurement and deployment efforts in countries. Implementation continues to face challenges as many countries are still under different levels of lockdown or mobility restrictions and counterparts and Bank teams are operating from home or partially from home. Also, countries are dealing with new waves of infections with the Delta variant spreading rapidly among populations. Most Bank teams continue to conduct implementation support missions virtually, which is challenging for both Bank teams and counterparts. This “virtual” world poses connectivity challenges as internet is not reliable in many countries, especially IDA countries. Notwithstanding challenges, the MPA is on track to achieving its PrDO – to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness. The significant level of disbursements in just over 19 months attest to the strong implementation efforts of the Bank response thanks to the commitment of counterparts supported by Bank country teams. The MoH has detailed its information disclosure strategies in the Stakeholder Engagement Plan (SEP) report dated December 2020. The disclosure plan includes details on the information to be disclosed, methods of disclosure, levels of communication (national, regional, district and community level communication), timeline and platforms to be used for communication, targeted stakeholders, share of target population to be reached and responsible unit for each communication action. Information is tailored to different audiences, needs and priorities. In the SEP, the MoH identified stakeholder groups, their key characteristics, expectations, their specific communication needs (such as accessibility of target groups, need to have large prints for certain target groups, need to make daytime meetings for certain target groups etc.), their language needs, and means to engage with each group (through email, phone, radio, letter etc.). The MoH Communication Center (SABIM), the Meeting Point in Health (SBN), the Presidency Contact Center (CIMER), Patient Rights’ Boards in public hospitals and the PMSU’s webpage are the main channels through which MoH collects community feedback on grievances, complaints and suggestions Comments: related with the COVID-19 Emergency Health project. Once received, the feedback is categorized according to the content and shared with the relevant MoH department or health care service provider (such as hospitals, family medicine centers etc.). The SEP and forms for Request, Suggestions and Grievances were published on the MoH-PMSU website on September 16, 2020 and opened for consultation. Internally, MoH Provincial Health Directorates in 81 provinces and relevant hospitals in these provinces were consulted. To engage with civil society more broadly, the MoH reached out to two Health NGOs: i) MEYAD: Association of Mobbing Training Assistance and Research; and ii) Nurses and Midwives' Association. Additionally, TEYİT.org, an NGO working to ensure access to accurate information on the web and on the social media by fact-checking, has reached out to the MoH to provide feedback. Feedback from these NGOs were in the form of queries and suggestions and were on the following subjects: COVID-19 project procurement processes, the status of the project, COVID-19 testing methods used, emerging risks concerning health and safety of healthcare workers, faster COVID-19 diagnosis methods, public awareness, positive discrimination for healthcare workers for public services, improvement on the rights and employment conditions of healthcare workers and safe techniques for the diagnosis of COVID-19. Under the pandemic restrictions, all feedback has been collected digitally. The MoH responded to these queries and shared their suggestions with the MoH Scientific Committee.
