Amendment No. 1 to the Administration Arrangement between the Government of Australia represented by the Department of Foreign Affairs and Trade and the International Bank for Reconstruction and Development and the International Development Association concerning the Living Standards Measurement Study (LSMS) Multi-Donor Trust Fund (Trust Fund No. 072496) (DFAT Agreement No. 75228) 1. Reference is made to the Administration Arrangement between the Government of Australia represented by the Department of Foreign Affairs and Trade (the “Donor”) and the International Bank for Reconstruction and Development and the International Development Association (collectively, the “Bank” and together with the Donor, the “Participants” and each a “Participant”), regarding the Living Standards Measurement Study (LSMS) Multi-Donor Trust Fund (Trust Fund No. 072496) effective April 5, 2019 (the “Administration Arrangement”). 2. The Participants mutually decide to amend the Administration Arrangement as follows: (a) The name of the Trust Fund is amended in the heading, paragraphs 1, 4 and 6 and the heading of Annex 1 of the Administration Arrangement to read as “Integrated Household and Agricultural Surveys in Low and Middle-Income Countries Multi-Donor Trust Fund”. (b) Paragraph 2 of the Administration Arrangement is hereby deleted and replaced with the following: “2. The Contribution will be used to finance the activities set forth in the “Integrated Household and Agricultural Surveys in Low and Middle-Income Countries Multi-Donor Trust Fund Description” attached hereto as Annex 1, and will be administered by the Bank on behalf of the Donor in accordance with the provisions of this Administration Arrangement, including the “Standard Provisions” attached hereto as Annex 2 and the provisions of the “Governance” attached hereto as Annex 3.” (c) Paragraph 1 of Annex 1 to the Administration Arrangement is hereby deleted and replaced with the following: “1. Objectives The objective of the Trust Fund is to improve the availability, quality, use and usability of household and agricultural surveys in low and middle-income countries by 2030.” (d) A new paragraph 2.1 (e) is hereby added to Annex 1 to the Administration Arrangement which reads as follows: “(e) Coordinating and facilitating the interaction among relevant stakeholders involved in achieving the Sustainable Development Goal 2 on Zero Hunger.” (e) Paragraph 2.2 (a) of Annex 1 to the Administration Arrangement is hereby amended as follows: “(a) Provision of grants to selected Recipients to: (i) collect and disseminate survey data, using best practices on data collection and survey methods; and (ii) carry out technical 1 assistance and capacity building activities on survey methods and implementation and data use and analysis.” (f) Paragraph 5 of Annex 1 to the Administration Arrangement is hereby deleted. (g) The Schedule attached hereto is hereby added as Annex 3 to the Administration Arrangement, which will be an integral part of the Administration Arrangement. 3. All other terms of the Administration Arrangement will remain the same. 4. Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter into this Amendment and act in accordance with its provisions. The Bank and the Donor are each requested to sign and date this Amendment, and upon possession by the Bank of this fully signed Amendment, this Amendment will come into effect as of the date of the last signature. The Bank will establish a Steering Committee to: (a) provide strategic guidance and direction on the implementation of the Trust Fund activities; (b) endorse annual work plans and budgets presented by the Bank; and (c) review progress reports provided by the Bank based on the results framework for the Trust Fund. 2. The Steering Committee is comprised of: (a) representatives from the Bank, including as chair; and (b) a representative of each Donor contributing to the Trust Fund. 3. The Bank may, in consultation with the Donors, invite other relevant stakeholders, such as the International Fund for Agricultural Development (IFAD) and the Food and Agriculture Organization (FAO) to attend meetings of the Steering Committee. In addition, the Bank may invite experts to provide technical guidance on Trust Fund activities for consideration of the Steering Committee. 4. The Steering Committee is expected to meet annually, as convened by the Bank. The Bank may agree to hold ad hoc meetings of the Steering Committee during the course of the year, on an as needed basis. Meetings may be conducted physically or virtually, with decisions made by consensus. 5. The objective of the 50 x 2030: Data Smart Agriculture initiative aimed at supporting low and lower middle-income countries to close the agricultural data gap is aligned with the objective of the Trust Fund and, accordingly, the Bank and the Donors intend to coordinate on the overall strategic vision and plans of the initiative, as appropriate.” 3
