Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) Component Name Component Cost Comp. 1: Strengthening Regional Centers of Excellence 20.70 Comp.2: Support to Technology Generation, Training and Dissemination 41.00 Comp.3: Improved Availability of Seeds and Livestock Germplasm 20.80 Comp. 4: Project Management and Coordination 7.50 Public Disclosure Copy Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Low Implementation Status Overview EAAPP continues to gather encouraging momentum in all the components and is heading in the right direction to meet its objectives. All the program countries are registering commendable results in agricultural research and generation of improved technologies for the priority commodities (cassava, rice, wheat and dairy). The collaboration and Page 1 of 9 The World Bank Report No: ISR6746 coordination efforts among implementing institutions have improved a lot and are contributing to smoother implementation processes of the program and its . The participatory approaches used to involve farmers in the research and development activities are important processes that would help to address key agricultural productivity challenges and ensure adoption and sustainable use of the research outputs. The enhanced regional collaborations planned and executed by RCoEs in the program countries is encouraging. During the reporting period the RCoEs hosted several meetings by inviting concerned focal scientists and extension officials for planning and priority setting of regional research and Public Disclosure Copy development undertakings. Germplasm of the selected commodities were also distributed among program counties for further selection and adaptation trials. The production and bulking up of seeds (pre-basic and basic) and planting material of the selected varieties of wheat, rice, cassava and fodder crops is on track as part of the technology diffusion objectives of the program. The monitoring and evaluation of the program and the effort to report along key performance indicators of the program is commendable. However, disbursement rate of the project at 23 percent is low for a more than two and half year project. Performance of civil works and capacity building activities in all the Regional Centers of Excellences are much below expectation and need more focused attention.
