The restructuring included: (i) modifications of the results framework; (ii) cancellation of business environment sub-component; and (iii) extension of the Closing Date to April 30, 2015. Progress on achieving the Project Development Objective (PDO) remains moderately satisfactory. The number of incomplete real property rights registration demands had decreased from 15 percent to 11 percent and the Real Estate Administration Department (READ) is registering real property rights in 18 days in urban areas and 5 days in rural areas. At the central level, it is taking on average 40 days to obtain a construction permit against 110 days in 2011. At the local level, however, the results in improving construction permitting have deteriorated. In the first quarter of 2013, the customers had to wait 37 days on average to obtain a construction permit against 19 Page 1 of 6 The World Bank Report No: ISR10901 days in 2011. This is less than the 6 to 12 months required at project inception, and it is still within the targeted 60 days, but it is necessary to understand why these delays have increased. It is also necessary to further investigate why customer satisfaction has decreased from 64.1 percent in 2010 to 60.2 percent in 2012.
