Overall, the Modernization of the Real Property Registration and Cadastre (MRPRC) project continues to make satisfactory progress towards the achievement of the Project Development Objective (PDO). The PDO remains valid and achievable. The project structure, viz., components and sub-components remain sound and relevant, as verified by the Mid-Term Review (MTR) conducted during October 28-November 1, 2019. 2. After initial delays, implementation of planned activities is progressing according to the approved procurement plan. This progress is being achieved through the renewed strong commitment from the State Committee for Land Resources, Geodesy, Cartography and State Cadastre (GKZGDK), with a dedicated Project Implementation Unit (PIU), Technical Assistance (TA) funded by South Korea through the Support to the Land Administration and Geospatial Modernization (SLAGeM) grant-financed project (P161618, Grant No. TF0A4011) and close implementation support provided by the Bank team. The project’s MTR was completed on November 1, 2019 and the project performance was rated Satisfactory for both likelihood of achieving the PDO and Implementation Progress. 3. To-date, implementation progresses with the major investments under the project being: (i) the design of the Integrated Information System for Real Property Registration and Cadastre (IISRPRC) under Component A: Real Property Registry and Cadastre System Development (accounting for 70 percent of credit funds); and (ii) mass digitization of land records under Component B: Real Property Registration and Cadastre Data Development. IISRPRC was contracted in November 2019 and second payment of US$5 million is expected by the end of February 2020. The digitization pilot financed from the project was successfully completed in 4 pilot districts, and nation-wide roll-out (by in-house GKZGDK capacity) was launched in September 2019. Aerial photography for the inhabited territories of Uzbekistan is completed (funded from the project) and digitization of the photography is making good progress. Furthermore, the declassification of land and geospatial information was approved with the Resolution of the Cabinet of Ministers No. 22, issued on January 14, 2020. The Resolution enables a critical obstacle for the implementation of both the project and more importantly the successful achievement of national development initiatives that use location-based information, especially in e- government, e-services and e-commerce, will be finally overcome. Procedures to enable the implementation of the Resolution are under preparation. The TF-funded project closed on December 31, 2019 with completion of all activities, as planned. 4. The PIU's performance continues to improve and is very responsive to all requests from the Bank. One of the key reasons for the steady performance of the PIU has been the stability of its structure and personnel. At this time, disbursement of Credit funds has reached around 16 percent, and will reach 54 percent in coming weeks once the payment The World Bank Modernization of Real Property Registration and Cadastre (P151746) under the major IISPRC contract is processed. With completion of procurement for aerial photography, advancement of IISPRC contract and its further roll-out, overall disbursement should be around 90 percent by early 2021. 5. Fiduciary arrangements continue to be satisfactory and there are no outstanding audits. Environmental and social safeguards are also Satisfactory. The project is compliant with all legal covenants. B. Rationale for Restructuring 6. The necessity to restructure the project was identified and agreed with GKZGDK during the MTR (October 28- November 1, 2019). Consequently, the official request from the Ministry of Finance was received by the Bank on December 20, 2019. 7. The Results Framework (RF) has been previously acknowledged by both GKZGDK and the Bank team as being in need of revision, especially due to the following concerns: (i) number of the baselines and verification means/sources for existing indicators require clarification or better specification; (ii) several indicators, both at PDO and Intermediate levels, are not measurable or relevant and need to be dropped; (iii) several indicators, both at PDO and Intermediate levels, required revised targets; and (iv) to ensure full measurement of the PDO, and to measure component progress, several new indicators are required. II. DESCRIPTION OF PROPOSED CHANGES A. Adjustment of the Results Framework 8. The restructuring proposes: PDO Indicators 1) To drop one indicator: Registration and information services fees introduced - as it not relevant to the achievement of the PDO. However, it is relevant to the work under Component C, so it is proposed that a new Intermediate indicator cover this. 2) To re-formulate one indicator and include a gender disaggregation supplement: Improvement in users’ perception of the quality of real property registration services to read as: Users’ satisfaction with the quality of real property registration services, and the percentage of which are female. 3) To revise remaining three indicators: (i) Direct project beneficiaries (joint and individual real property holders) with registered rights accessible in digital forms, and the percentage of which are female; (ii) Procedures needed to register rights to a real property; (iii) Public access to integrated real property registration services online. The revisions have included adjustments to the indicator descriptions, corrected baselines and targets. 4) To add one new indicator: IISRPRC is integrated with National Geographic Information System (NGIS). The IISRPRC is a major investment under the project and it is critical it be aligned with NGIS, which is the other key corporate system for spatial information funded by the government. Intermediate Results Indicators (IRIs) The World Bank Modernization of Real Property Registration and Cadastre (P151746) 5) Component A: Real Property Registry and Cadastre System Development - To drop one IRI New Real Property Registry and Cadastre ICT system operational in State Committee's regional offices (including Tashkent City and Karakalpakstan offices) - as it duplicates another IRI under this component. - To revise/re-formulate other 3 IRIs for respective descriptions. 6) Component B: Real Property Registration and Cadastre Data Development - To add one new IRI on Scanned cadastral files of real property objects. - To revise/re-formulate other IRIs for respective descriptions. - To revise 2 IRIs for baselines. 7) Component C: Use of Real Property Registry and Cadastre Data - To drop 3 IRIs : (i) Geoportal operational - not under this project; (ii) Methodoogy for mass valuation - not under this project; and (iii) New Real Property Registration and Cadaste System integrated into NGIS system - see bullet 4 above. - To add one new IRI on Registration and information services fees introduced - is downgraded from PDO level to IRI (see bullet 1 above). - To revise/re-formulate remaining IRIs for their descriptions. 8) Component D: Institutional Development and Project Management - To revise/re-formulate 4 IRIs for description and targets (including annual target revision in one IRI). - To add one new IRI (as a supplement sub-indicator) on Real Property register and cadastre female personnel trained - despite original statement, there was no actual monitoring of the training of personnel on a disagregated basis included in the RF. 9. As a result of the above revisions to the RF, number of PDO indicators will remain at five, while number of IRIs will decrease from 21 to 19. See Annex 1 for details. III.
