Implementation Status and Key Decisions
The Project is progressing well toward achieving the project development objective. About 1,060 km (original Project scope) of the 1,150 km roads
supported by the Project has been successfully built and opened to traffic. The section that remains under construction was added to the original scope
of the Project in 2012 under the first restructuring of the Project. Of which, the contract of tunnel works was terminated. Re-bidding of the remaining
works under the contract was completed, and a new contract was signed. The Borrower also made a satisfactory progress in implementation of
institutional development component during first half of FY2018. The Bank team has launched an evaluation survey to identify perceptions of users
(including businesses, local residents, freight forwarders, and other road users) regarding to the change in economic conditions before and after the
road construction.
The project recorded about the US$300 million savings, which the Borrower proposed to finance two additional road sections (Kurty-Togyz and Otar-
Uzynagash) as well as road sector reforms. A project restructuring to cover the additional sections was approved by the Bank in June 2017 with the
closing date extended to December 31, 2021. The CR has already awarded two contracts for two lots (km 2295-2335 and km 2335-2380) of the Kurty-
Togyz section.
