To get to this important milestone, all prerequisites have been implemented: poverty map development to define geographical targeting, community targeting by the Social registry, data collection in partnership with the ONS, paying agent contractualization, registration of households, first outreach session tool definition, grievance mechanism setup (to be consolidated), communication tools conception, payment testing phases (intern and field simulation). An impact evaluation is also under design and the baseline is scheduled to be implemented during the first semester of 2017. However, despite these achievements, the deployment of the Social registry face some issues due to organizational difficulties. Part of these is related to the recent institutionalization of the social registry within a regular General Direction in the Ministry of Finance (it was previously housed in the "social protection cell" outside of the Ministry's main administrative structure). Indeed, this move is an important and positive step towards sustainability, but requires the clarification of roles and responsibilities of the different actors, itself critical to ensure rigorous respect of the procedures established for the registry. The team has provided extensive technical assistance on this matter, but the government has yet to adopt and enforce the clarified roles and responsibilities. The development of the Adaptive Social Protection (ASP) component is ongoing: a productive activities package and a shock-responsive program roadmap have been discussed and agreed. Both activities are aiming to be committed before the end of FY17. The 2017 Budget and Action Plan have been validated by the project Steering committee and are expected to be submitted to the Bank before end 2016. In addition to these activities, a dialogue is carried out on the financing of social protection, and the associated reforms of food subsidies. A synthetis note, suggesting a strategy for more efficient public spending, including through the reforms of key subsidies has been discussed with government and communicated to the MEF.
