The Second Karnataka Rural Water Supply and Sanitation Project, to begin with, was originally approved by the Bank on December 18, 2001 and the project became effective on April 19, 2002. The original project credit closed on June 30, 2010. Subsequently, the Bank has provided an Additional Finance to do 'more of the same' in 11 districts of Northern Karnataka. The Additional Finance project was appraised and negotiated in May 2010 and approved by the Bank Board on June 15, 2010. The legal documents were signed at Page 1 of 3 The World Bank Report No: ISR2128 Bangalore on July 17, 2010 and the project became effective on September 9, 2010. 3. Preparatory efforts at initiating the AFP activities are by and large quite good in many districts. Local communities have been mobilized into Village Water Supply and Sanitation Public Disclosure Copy Committee (VWSC) in each of the project village, who in turn, have now begun planning for project intervention. 4. The AFP is expected to benefit 1,456 villages of 504 GPs spread across 11 districts of northern Karnataka. Though demand driven, the initial focus is on quality affected habitations and/ or those with service delivery less than 30 lpcd. In all, project will finance 740 water supply schemes. About half of them (46%) ground water based single village schemes and the remaining (54%) will draw water from surface sources. Overall, 261 (35%) schemes are quite complex demanding higher levels of technical and managerial interventions and 27 of them are multi-village water supply schemes. Project staffing: Several districts currently lack Project managers and a large number of vacancies exist, particularly of technical staff. GoK/KRWSSA are very much aware of this and planned efforts are underway to resolve the issue. 2. Capacity Support: Systematic and planned efforts are yet to be to be made for availing the services of private sector consultants and NGOs for providing capacity support to Gram Panchayats and VWSCs.Towards this, a comprehensive plan is being prepared reflecting all the requirements for the entire project period. Sustainability of Operations and Maintenance: A number of large complex multi village schemes have been completed and are awaiting final arrangements for operation and maintenance. This will be addressed by the operationalization of the GoK's recently approved Operation and Maintenance Policy. GoK and KRWSSA are to take up this task on a priority basis.
