The project will support over half a million public school students in 637 secondary schools, over 7,000 teachers and school administrators and will strengthen the capacity of district, state and education institutions. The (AF) (PDO) target indicators for Senior Secondary School students have been met for English and Mathematics with the exception of Biology. The targets for Junior Secondary School students have been met for Mathematics with the exception of English and Basic Science. There has also been an increase in senior secondary students obtaining a passing grade and above on the WASSCE in English and Mathematics from 85% and 84% in 2014 to 92% and 87% in 2015 respectively except for Biology with decline from 84% in 2014 to 79% in 2015. The Junior Secondary Students at or above credit for BECE (Junior Secondary Examinations) in English and Basic Science has decreased from 70% and 65% in 2014 to 68% and 50% in 2015 respectively except for Mathematics that increased from 45% in 2014 to 59% in 2015. The decline in performance is partially due to delay in project effectiveness and loss of implementation time as a result of school closures during Ebola Virus Disease (EVD) crisis. The students' performance in West African Senior Secondar Certificate Examinations (WASSCE) of senior secondary students who sat and obtained five credit passes and above including Englsih and Mathematics dropped from 45.15% in 2013 to 27.53% in 2014 and therefore, the project carried out a comprehensive and detailed analysis of the decline in 2014 WASSCE results for all the schools, proposed corrective measures to ensure further improvement, and continues to undertake innovative and best practices such as support for mentors and volunteer teachers, continuous teacher professional development, etc. Based on the improved project implementation and more specific interventions, there is significant increase in students' performance from 27.53% in 2014 to 45.74% in 2015. The government has agreed to carry out comprehensive analysis and justifications for the improved performance in 2015 WAEC results compared to 2014. The Project has continued to make strong progress in the distribution of school grants, with 95% of all secondary schools receiving their grants within the stipulated period (including 16 schools with facilities to accommodate individual with disabilities) and the remaining 5% to receive them prior to project closing. More than 92% of School principals and Vice–Principals have been trained on performance improvement and grant operations. 97% of the targeted number of schools have reported an average of above 80% teachers attendance during the school year. The project agreed to accelerate the completion of construction academy at Government Technical College with involvement of the private sector and support from the State government to increase required skills and manpower for construction trade industry to support government housing sector strategy. Based on the disbursement status and the delay in project effectiveness as well as loss in implementation time as a result of school closures during Ebola Virus Disease (EVD) crisis, the Federal Government of Nigeria in letter dated September 29, 2015 has requested that the closing date of the project be extended from December 31, 2015 to June 30, 2016. The period of extension will ensure completion of key major activities to further enhance the achievement of the PDO including three each of the remaining PDO targets and intermediate indicators through disbursement, monitoring and evaluation of school grants, further and additional training of staff on management, re-validation of data and grants operations. The extension of the project date to June 30, 2016 will also help to deepen government involvement and project sustainability. It will also ensure decentralization of technical assistance at districts and school levels.
