The major challenges encountered in the implementation of this component are attributable to the non-designation of a person authorized to sign the Project contracts within the Ministry of Planning and Cooperation and the need to obtain an exemption from tax and customs at the customs border on technical control equipment and training vehicles being acquired with UNOPS. The component rating remains at MODERATELY SATISFACTORY. Component 2: The advances with this component since the last mission are the following: the training of National Trade Facilitation Committee in M&E for the Trade Facilitation; training and orientation for 455 additional stakeholders in the hinterland of Togo on the new National Customs Code; Validation of the Time Release Study; Submission of the Investment Climate cell as a contribution to the Doing Business analysis. 12/9/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Trade and Logistics Services Competitiveness Project (P158982) The major difficulties in implementing this component was the delay in the approval of of the procurement for the acquisition of barcode readers, to support the dematerialization program underway at customs, due to the non-designation of a person authorized to sign the Project's contracts on Ministry of Planning and Cooperation. Component 3: Project Management - Achievements were: The review of the implementation of the PTBA 2020 and the drafting of the PTBA for 2021; Strengthening of accounting skills for technical transport services in Oct 2020; M&E and safeguards mission successfully conducted.
