Based on the Government statistics, gross admission into the first grade increased to 133% in 2012-13 from 121% in 2011-12 and gross enrollment rate reached 101.3% from 98%. Over-aged children still account largely in these enrollment results. Completion rate also experienced improvement with 64% in 2011-12 compared to 59% in 2010-11 and 54% in 2007-08. Public Disclosure Copy Girls:boys ratio is close to parity, at 90% in 2012-2013. In addition, the availability of a sector-wide education strategy is providing the framework for sector support and financing in a coherent and sustainable manner. Already for primary education, the sub-sector strategy has received support from the Global Partnership for Education and the financier community, including the French Development Agency, DfID, UNESCO, UNICEF, USAID, the Belgian Cooperation, etc. In addition, the sector-wide education strategy is guiding the Bank and the Belgian Cooperation in their support for the development of technical and vocational training and higher education. Except for Phase 2 of the school infrastructure program, delegated to UCOP, all other project activities have been completed or are near completion. Concerning UCOP program, there have been successive delays due to various factors (remote access of sites, unavailability of construction materials, weak capacity of the private sector, etc.). Taking into account the difficult context, the Bank has agreed to provide additional time to UCOP and to remain flexible to allow the Government to benefit as much as possible from the Grant, with the Government agreeing to assume the unfinished works under its own school construction program. The main project achievements are as follows: - Rehabilitation and equipping of 623 classrooms, 58 offices for school directors and 58 sanitary facilities, under the first phase of the school infrastructure program delegated to UNOPS. Under UCOP, an additional number of 936 classrooms have been rehabilitated with different level of completion. - Rehabilitation and equipping of the National Pedagogical University - Acquisition of 18 million textbooks, all of which have been delivered to the provincial levels and with the majority of the books delivered to the schools. -Training of 53,230 teachers and inspectors on the national curriculum program with evaluation. - Salary payment of 20,155 teaching posts - Payment of operating costs to 26,210 registered schools - Undertaking of a public expenditures tracking survey (PETS) - Undertaking of 2 rounds of students learning assessment (PASEC) - Development of 3 sub-sector strategies - Development of the Education sector-wide strategy - Development of the Education organic law As of May 12, 2014, disbursements reached US$129.3 million, representing 88.5% of the grant amount.
