Disbursements are ahead of projections. The DLIs achieved and verified in the second phase were as follows: 1. DLI 4: US$3 million was authorized for disbursement based on MoE paying stipends to at least basic education students in the Student Stipends Program in accordance with the Student Stipends Guidelines. The total number of stipends students was about 37,000; the original target was 18,000 stipends. 2. DLI 5: US$19 million was authorized for disbursement based on the fact that at least 100 townships transferred grants to at least 80% of schools within their township in accordance with the formula set forth in the School Grants Guidelines. School grant funding was transferred on time and in accordance with the formula in about 229 townships; the original target was 100 townships in compliance. 3. DLI 6: US$1 million was authorized for disbursement based on the delivery of MoE’s first annual status report on the school grants and stipends programs which provided updates on all progress indicators defined in the School Grants Guidelines and the Student Stipends Guidelines. DLIs for the third year of the project, to be met by March 2016 and verified by June 2016, are listed below: 4. DLI 7: US$7 million will be disbursed when “MoE has paid stipends to at least 40,000 basic education students in the Student Stipends Program in accordance with the Student Stipends Guidelines.” 5. DLI 8: US$19 million will be disbursed when “At least 150 townships have transferred grants to at least 80% of schools within their township in accordance with the formula set forth in the School Grants Guidelines.” 6. DLI 9: US$1 million will be disbursed when “MoE’s second annual status report on the school grants and stipends programs has provided updates on all progress indicators defined in the School Grants Guidelines and the Student Stipends Guidelines.” The stipends program is currently being implemented in 27 townships (out of 330 townships in Myanmar). The number of stipends townships is expected to be 50 in 2016, at which time the stipends program will be active in all Myanmar's 15 states and regions. Stipends have been awarded to nearly 100,000 stipends stipends in 2015, far exceeding initial estimates (the 2015 target was 40,000). The Ministry of Education's engagement in the monitoring and evaluation program has been exemplary. MoE has established an M&E working group that has overseen the ministry's M&E program and engaged actively with the Bank and it s consultants, who are supporting qualitative and quantiative evaluation. Save the Children Myanmar has performed beyond expectations in terms of carrying out operational evaluations and providing support for verification of the DLIs. Save's participation in the project has been expanded for 2 more years.
