Though the project has made good progress on safety nets, but the pension component is progressing slow and the Martyrs and disabled sub-component is still behind the schedule, hence the overall project implementation progress is slow. • Safety Net: Most of the planned activities under this component have progressed well. • The 3rd round of benefit payments in all five districts covering 7,530 beneficiary families was completed by mid-June. • The end-line survey in all the three impact evaluation (IE) districts is also competed, • Payment transfers to control groups is scheduled to be completed in two rounds- first round in July-August and second round in September- October 2017. • Pensions: This component has also made progress, albeit, with some delays, • The Pension MIS is functional with 107,000 pensioners’ records, and around 70 government agencies (including all major ministries) are sending their HR Forms to pension department online • biometric verification of beneficiaries at the Pension Department has progressed well and 31,000 pensioner’s fingerprints are captured; • In Herat and Kandahar renovation of offices is completed but the system will be rolled out to these provinces by the end of July-2017, however, renovation of offices and roll out of the system to Paktiya and Kunduz provinces is pending due to security considerations; • Martyrs and Disabled: This sub-component has the slowest progress of all the components; • Renovation of the Martyrs and Disabled (M&D) building to host the new MIS is completed and inaugurated long ago; • Development of MIS for the M&D benefits program with biometric verification module is also completed a while ago; • The MIS is ready for deployment, but waiting for IT Equipment which is under procurement with significant delays. The equipment is expected to be procured by mid-August and the MIS to start functioning at the beginning of September 2017. 2. The capacity building of MoLSAMD staff has made modest progress. The capacity at the Pension department to operate the new public pension administration system has improved, but it is still dependent on the project support. However, little progress is made with respect to M&D due to significant delay in the implementation of the new system, while in the case of Safety Nets, the challenge continues to be the weak integration of the project activities into the formal structure of the Social Affairs Department. Key Decisions: 1 . The MOLSAMD will accelerate implementation of activities under the pension component and the Martyrs and Disabled sub-component and will closely monitor the progress. 1 . Given the fact that the project will close in six months’ time, integration of all project components into the Ministry structures will help transfer the knowledge and capacity to the Ministry staff and will ensure the sustainability of activities and results achieved with support from the project. 2 . Ministry will accelerate selection of Directors and other key staff of the concerned directorates (Pensions, M&D), through the Capacity Building for Results (CBR) program as soon as possible, to ensure ownership and quality leadership at the Directorate level. 3 .
