The demobilization component of the project is progressing well and all the demand for demobilization has been met. From January 1, 2009 to August 31, 2016, a total of 8,476 ex-combatants have been demobilized, including 4,000 from RDF and 4,476 from Armed Groups. Repatriation and demobilization rates have continued to be low, due to security issues, despite a strong emphasis of the project on cross-border communication efforts to reach out to eligible ex-combatants in camps in eastern DRC. It is, however, expected that in the medium and long term these cross border sensitization efforts will prove fruitful. Social and Economic Reintegration. The project continues to support social and economic reintegration of ex-combatants. The Reintegration Grants for Phase 56 beneficiaries were paid in July 2016. The project sponsored learning tours for cooperatives, while technical assistance, entrepreneurship and resource management trainings are planned to take place in November and December 2016. Support to Vulnerable Groups – Chronic Illness and Physical Disability. The project continues to provide support to a total of 3,244 disabled and chronically-ill ex-combatants including 3,127 who are enrolled with the Mutuelles de Santé and 3,044 who received a monthly allowance. Vulnerability Support Window (VSW). From January 2009 to August 2016, 6,730 eligible ex-combatants have received support through the VSW program. 48 ex-combatants from Phases 51-53 graduated from vocational skills training under VSW 13 in July and provided with toolkits. The screening and sensitization for VSW 14 targeting Phases 54-56 was done in September 2016, and the vocational training is expected to start in January 2017. Monitoring and Evaluation (M&E) and Management Information System (MIS). The mission was pleased to note the progress on the MIS data clean-up, and reiterated that for meaningful use of the data in the MIS, the data (including previous stages) needs to be completely cleaned. Communications and cross border sensitization. The project continued its close collaboration with MONUSCO in linking eligible ex-combatants in camps in eastern DRC and their family members in Rwanda through live-skype link to encourage them to repatriate. Other cross border communication tools continue to be routinely applied and ex-combatants in Mutobo Demobilization Center confirmed them being attentively followed by active combatants on the ground, especially the “isange mubanyu” radio program. Prepaid phone credits for ex-combatants have been doubled, to ensure they are able to reach out to relatives and ex-combatants still in DRC. Newsletters and reports were shared routinely with MONSUCO and a joint audio-visual documentary was produced. Gender. The project continued to ensure that gender aspects and considerations are fully included across the project activities, as per Gender Action Plan. Mainstreaming. Mainstreaming is ongoing and continues to be performing well, and the project continues to establish partnerships with key national partners, and with the private sector. The mission was pleased to note that the yearly National Mainstreaming Meeting took place as planned on June 29-30, 2016, with about 125 representatives of key Ministries, Districts, and the private sector attending.
