The Project Development Objective is to strengthen the institutional capacity to generate, disseminate and use information to support the implementation of key reforms under SESP. Progress towards the achievement of the PDO will be measured by the following indicators: 1. Numberof districts for which monitoring data of at least 70% of schools is collected by DGME. 2. Number of districts for which monitoring data is analyzed and disseminated to ELD management and district administrators. 3. Number of Districts which submittedHRMIS reports to ELD. There have been significant delays in the implementation of HRMIS and SSMS activities, the team is catching up with the delays, however extensive work needs to be done to streamline the activities and make up for the delays in achieving the targets. The procurement activities linked to the setting up of SSMS have been initiated and recruitment of Monitoring Associates (MA) has been completed for15 districts. The team is also in the process of finalizing the procurement of an IT firm that will support the ICT related activities of the Monitoring and Evaluation office. A very comprehensive complaint management and communication system is being implemented by ELD in close coordination with the Communication team of the Reform Support Unit. The Communication team has initiated a quarterly newsletter that captures the progress made under the Sindh Education Sector Reform program (SERP).
