The Project Management Unit (PMU) has not been effectively functioning, due to limited capacity in managing donor supported projects and limited (or no) technical experts to support project implementation, given the suspension of the contract for the management consulting firm. To address these challenges, the MoEF has made adjustments to the project implementation arrangements and appointed Directorate General of Sustainable Production Forest Management to assume the role as Executing Agency. The implementation and institutional arrangements will be further discussed as part of the project restructuring process. On the other hand, COVID-19 pandemic has negatively affected the project implementation on the ground, leading to further delays, particularly on the implementation of subgrant activities under subcomponent 3.2. Activities undertaken since the previous ISR included a range of technical assistance and capacity development for the local staff of forest management units (KPH in Bahasa Indonesia) and other agencies, covering among others, trainings/workshops for meeting administrative requirement to become a regional public service agency (BLUD), dissemination of regulations related to KPH roles and responsibilities, boundary demarcation process, methodology and map accuracy assessment, conflict mediation/resolution strategy, roles of KPH in supporting the implementation of social forestry, land tenure reform (TORA) and replanting program. A Comparative study on forest management was also conducted between KPH and the Perhutani (a state-owned forestry company in Central Java). To-date, community development activities have been focusing on selection of community proposals, strengthening community business institutions, development of community-based business plan, capacity development on marketing/promotion strategy. The Knowledge Management and Information System (KMIS) development is completed and was launched in July 2019. Monitoring and evaluation still require further strengthening.
