Despite the low disbursement rate (31%) due to the nature of the research for development initiatives and the decentralized implementation arrangement with several implementing Page 1 of 6 The World Bank Report No: ISR7612 institutions, the program has registered tangible results in agricultural research and technology generation, capacity building and use of successful up-scaling pathways for diffusion of improved agricultural technologies. Given these achievements at the MTR, it is agreed that the overall strategic approaches of the program as initially designed should be maintained. However, as part of focusing on the bigger picture of the PDO, emphasis should be towards up-scaling of selected technologies to wider groups of farmers and deepening of regional integration. In this regard, the coordination and planning efforts between research, advisory and technology services along the value chains of the selected Public Disclosure Copy commodity groups should be reinforced for maximum impact. The program should also consider focusing on interventions with potential high return by promoting inclusive innovation for gender and youth integrations. Market linkages along the value chain of the commodities and efforts on agribusiness interventions should be key focus areas to ensure sustainability of the EAAPP investments. Thus, in accordance to the post-MTR priority focus areas, the program should consider reallocating resources across the categories and components, and revise the annual work plan and budget (AWP&B) accordingly. ASARECA’s technical and operational backstopping support, guided by a carefully planned activity schedule, should be strengthened further.
