The project is off to a solid start and the Government has demonstrated its commitment to fast track urgent actions required for expediting the pace of implementation. The safeguards instruments, which include the Resettlement Policy Framework, the Environmental and Social Management Framework and the Integrated Pest Management Plan have been approved by the Bank and will be disclosed shortly. The Government of Malawi, with technical support from the Global Facility of Disaster Reduction and Recovery (GFDRR) and the World Bank, is leveraging the development of a Recovery Framework to guide strategic recovery decision-making processes at the national and district levels. Supported through an Africa Caribbean Pacific - European Union (ACP-EU) grant, the Recovery Framework is complementarily aligning efforts with the project to identify, define and finance recovery for flood-affected communities. Recovery Framework workshops were conducted in August 2015 within all 15 flood-affected districts. Results identified cross-sectoral priorities and phased initiatives for all districts, existing resource allocations for recovery and financial gaps, and institutional mechanisms and performance management criteria for monitoring and implementation.
