As of December 2016, the Project has disbursed US$35.5 million from a total of US64.0 million, representing 55.5 percent of the loan.   The Project's overall progress towards achieving the Project Development Objective and implementation progress are rated Unsatisfactory as it is unlikely the Project will achieve its objectives and main outputs within the current timeframe.   The Project has already contributed to improve access to water and sanitation services for 12,000 people in rural areas, 6,000 people in indigenous communities and 60,000 people in the Asunción Metropolitan Area. In addition, if the closing date were to be extended, the Project would improve sanitation environment for 300,000 people living in the Itay Basin in Asunción and would provide 6,000 people living in indigenous communities in the Chaco with improved water supply services. Overall, the Project would benefit at 384,000 people. The implementation of the Resettlement Act Plan (RAP) for 133 families would allow the construction of the Bella Vista Waste Water Treatment Plant (WWTP), that will be financed by the Inter-American Development Bank. Throughout the elaboration and implementation of the RAP, the Water Utility of Paraguay (ESSAP for its acronym in Spanish - Empresa de Servicios Sanitarios del Paraguay) has shown ownership in carrying out a highly participatory process to prepare the site for the construction of the Bella Vista WWTP. The biding process for the construction of the WWTP was launched in early 2017.  As part of its activities under the Project, the National Sanitation Services (SENASA for its acronym in Spanish - Servicio Naciona de Saneamiento Ambiental) is strengthening its presence in the Chaco region through the creation and staffing of two regional offices and has developed an action plan to support to the Water and Sanitation Units of the municipalities in Chaco to ensure long term technical,institutional and financial support to all indigenous communities. This initiative supported by the Project will increase Project impact and improve the sustainability of the services.
