The disbursement rate increased from 8% to 12% in the last quarter of the fiscal year (FY). The field visits, advocacy and sensitization activities have taken place and followed by National Project Steering Committee (NPSC) meeting and State Project Steering Committee (SPSC) in all the participating states. The capacity strengthening program for federal and state technical committees including procurement and financial management (FM) training on Bank’s procedures/guidelines, TPD programs have been finalised and are expected to commence before August 30, 2016. Consultancy activities have also commenced at federal and state levels and in particular, for contracting consultants and firms, civil society organizations (CSOs) and /non-governmental organizations (NGOs) for monitoring/verification, etc. The Project is now rated as satisfactory based on progress towards achievement of its Project Development Objective and disbursement rate at 11% and commitment of another 10% of the project funds for technical assistance including training and consultancy activities and to be completed before December 31, 2016. The overall implementation progress is also rated satisfactory due to accelerated project implementation at the federal level and in all the participating states and in particular, disbursed discretionary grants to all the eligible primary schools with explicit focus on improving the quality of education services based on priority needs at the school level. The components on Promoting school effectiveness and improved learning outcomes and Increasing access to basic education for out of school girls (the largest component of the Project) have been the main tool in driving the achievements of the Project. The percentage of beneficiary schools including pre-primary and primary schools varies in the participating states from 20% to 40% and 30% to 50%, respectively, and the average percentage of beneficiary schools (including primary and pre-primary schools) is now 41% and has exceeded the target of 40% for the first year. The number of school grants awarded to primary schools and pre-primary schools varies in participating states from about 100 and 900 in Sokoto and Kano, respectively. As such, 90% of the school grants required in the first year has been disbursed and target met. The number of girls receiving scholarships is 19, 996 (80% of the target for the first year) while the number of the school management committees trained is 4,806 (exceeding the target of 3,500 for the first year.) The training of the early grade teachers is planned to commence shortly and is expected to be completed by September 30, 2016.
