Key achievement during this reporting period include: Component 1: Enhancing governance framework of the tourism sector. Institutional Support to Tourism Institute (ITCV): The procurement process for office and communications equipment is already in progress, with delivery envisioned for September or October 2020. ITCV has also requested technical assistance support in the areas of accounting/financial services and legal services.  Development of a Unified Tourism Code: the document is currently being reviewed and enhanced. Component 2: Diversify tourism sector and increase inclusiveness of tourism-led growth by strengthening the competitiveness of local MSMEs 6/30/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Competitiveness for Tourism Development (P146666)  Development of a Quality Label for Small Accommodations: 37 establishments (from Santiago, São Vicente, and Santo Antão) have expressed interest in joining the program and 28 have already received some training/technical assistance. Yet, due to the pandemic, activities have been on hold since February 2020.  Support to the Chamber of Tourism (CTCV): The ToRs for the Georeferencing for tourism sites in Cabo Verde have not yet been finalized. Un updated version of the ToRs should be finalized shortly and subsequently UGPE will launch the procurement process.  Support to Chambers of Commerce: The CERTIFIC II program - supporting capacity building to eight selected tourism-related SMEs in achieving international quality certifications (ISO or HACCP) -, is in the final stages of implementation. The establishment of a national private quality certification provider in Cabo Verde has suffered delays as the business plan prospects and feasibility have been affected by the ongoing COVID crisis. Full incorporation is still pending, and further investment is required from both shareholders - both the Chambers of Commerce and the partner Portuguese entity (EIC) -, particularly in technical capacity building of staff and marketing and outreach of the new entity.  Investment Climate Reforms: two decree-laws regarding the movable collateral registry have been drafted with project support and were approved in April 2020- a special legal regime for pledges and a dedicated legal regime for use of movable assets as collateral, including provisions for the establishment of a Movable Asset Registry. The recruitment of a firm for the computerization of the movable collateral registry should be launched in July. 2020 The digitization and indexing of public deeds in the Praia land registry is progressing well, but the contract will have to be extended by an additional 2-3 months, conditional on reopening of borders during the ongoing COVID-19 crisis, so that the vendor can finish the works with the Ministry of Justice.  COVID-19 Response Activities: project will fund the five following initiatives to be delivered by MTT/DGTT : o Expansion of Clean and Safe Certification Program to Islands Beyond Sal and Boa Vista: The initial phase of this program, which is being delivered to tourism business by an experienced Spanish company, initiated on June 18 and is slated to finish on June 30. MTT/DGTT is seeking funding to expand the program to the country’s other islands. o Training of Local Consultants to Provide Ongoing Support to Clean and Safe Program: MTT/DGTT wants to develop and build the capacity of a roster of local consultants that can continue to train and certify businesses in this area. o Promotional Video for Clean and Safe Certification Program: This will help build awareness about the certification program. o Taxi Driver Training Course: This will provide a wide range of course modules (including foreign languages) to allow taxi drivers to deliver better service to tourists and other customers. o Guide Training Course: This will help refresh skills of guides (including foreign languages) to allow them to provide a better experience to tourists. UGPE has set up an adequate M&E system and resources for data collection, and the Project’s performance towards achieving results is deemed “satisfactory”. There is good progress on PDO-level indicators, in particular in terms of Value of investment catalyzed, which already amount to approx. 136 million USD (compared to a target of 35 million USD). Indicators related to training and certification activities are progressing but still lagging (i.e Number of MSMES certified, which is at 27.5% of achieving its target).However, this target is expected to be achieved by project closure.
