The overall pace of project implementation was slow, but it has been improving over the last six months thanks to renewed commitment of the implementingagency and other entities involved in project implementation. Although the grant still requires close attention, all key contracts have been signed and training for targeted community health workers and Public Disclosure Copy hammer millers has been completed and/or at its final stage. Also, fortification commodities (e.g., fortificants, milling equipment, etc.) have been procured and are being delivered to target communities. The Ministry of Health and Social Welfare (MoHSW) has recently initiated home and hammer mill fortification in three districts in Iringa and Njombe regions and is due to start soon in the target districts in Arusha region. During the recent mission in March 2014, the Government and the Bank also agreed to: (i) revise the results framework to better align the project’s performance indicators with the project development objective and the project’s scope of work; and (ii) re-group the existing components and sub-components to simplify them. While the project is still relevant and the pace of implementation is improving, the original outcome indicators (i.e., % vitamin A deficiency and anemia) can be influenced by many other factors that are beyond the control of the project. Also, it was agreed to simplify components by re-grouping them in order to reduce confusion among the implementing partners and to align more closely with the objectives of the project activities. The proposed changes were formalized through a minor restructuring of the project in May 2014 and conformed by the government in June 2014. Over the next six months, the Government with the support from the Bank will focus on implementing home/hammer mill fortification in all target communities and work on implementation arrangements to improve the sustainability such as preparation and implementation of: (i) district implementation support plans; (ii) revolving fund guidelines; and (iii) endline evaluation.
