Despite some of the challenges highlighted in this ISR update, the project continues to progress towards its development objective to "support the Republic of Iraq in the reconstruction of damaged infrastructure and the restoration of public services delivery in Targeted Municipal Areas." The overall PDO and IP ratings for EODP remain Moderately Satisfactory. So far, EODP disbursed US$ 375 million (or 50% of loan proceeds). Over 5 million people in the liberated areas are experiencing substantial improvement to the quality of municipal services, whether in terms of improved access to fresh and healthy water, improved solid and wastewater collection and disposal, increased number of hours of supplied electricity, and enhanced access to health services. Improved accessibility has been primarily due to the successful reconstruction of 28 strategic bridges and the rehabilitation of 500 kilometers of road infrastructure. Much needed short-term employment opportunities are created for skilled and nonskilled workers. Several key aspects had direct impacts on the overall project development: i. COVID-19 Pandemic: Activities under EODP and AF have been impacted differently by the lockdowns ordered by the Government as some were temporarily stopped while others received exceptions on the basis of either being strategic or located on the periphery of populated areas. It is important to note that the Government has declared Force Majeure for all active contracts during the lockdown periods. Accordingly, the Project Management Teams (PMTs) have been documenting any stoppage of work to enable careful assessments of compensations. Institutionally, staff of PMTs at several ministries had to work from home or experienced reduced work times due to some staff contracting the COVID-19 virus. EODP has been responsive to emerging needs to address the COVID-19 pandemic, as explained below. ii. Activity Registration: implementation delays caused by delays in registration of new activities until 2021 National Budget approved on March 31, 2021. iii. Institutional Challenges: some PMTs still lack full mandate to process activities and have to go through bureaucratic internal approval processes, including that for contracts with high value requiring ministerial approvals, while others still have issues with a lengthy evaluation of bids. iv. Safeguards Compliance: while there is general compliance with the preparation of the instruments and cleared by the Bank (one case of exception that is documented in the safeguards section), contractors' compliance with the measures stipulated in the Environmental and Social Management Plan (ESMPs) varies as per their experience and per the close supervision conducted by the Resident Engineers team. v. Remote supervision: Supervision of project activities continued to be undertaken through virtual meetings with the client's PMTs and increased utilization of the Third-Party Monitoring Agent (TPMA) to support verification of the information with regards to implementation progress.
