This extension requested by the Government will allow the completion of ongoing activities, some of which have been delayed because of the implementation conditions more complex than expected. For example, it was unrealistic to consider the construction of 19 Page 1 of 6 The World Bank Report No: ISR10338 prefecture offices in less than six months. In the same context, the implementation of the special pilot program for IDPs in the West has been delayed because of security conditions and a long process of consultation with communities in order to create Development Committees comprising all sociological components of villages. This consultation process was particularly complex as these communities had violently clashed during the post-election crisis. This pilot program under implementation, focuses on five (5) villages namely Niambly, Delobly, Diahouin, Toazeo and Carrefour. At a cost of 3 million USD, it is undoubtedly the most innovative initiative developed in Cote d'Ivoire to restore social inclusion and social Public Disclosure Copy cohesion after more than 10 years of crisis and social disruption. The program is at the heart of national reconciliation as it attempts to provide a sustainable response to housing issue, access to land, access to sources of income, security, social integration, health, education, water and sanitation. It goes beyond humanitarian and tries to find more sustainable and inclusive solutions to social disruption in the region hardest hit by the post-election crisis and the inter-community violence. The extension of the closing date will also be an opportunity to strengthen the partnership agreement signed between the project implementation unit and the newly created DDR Authority. The MoU was signed on April 11, 2013 under the auspices of the Prime Minister. Given the context of Côte d'Ivoire, post-crisis issues and needs will remain very high after the completion of the project on December 31, 2013. Thats the reason why the Government has requested additional financing for the project. The preparation of this additional financing Page 5 of 6 The World Bank Report No: ISR10338 has begun, but the Bank has not yet made a firm commitment given uncertainties on IDA resources. The situation should be clearer in July when additional IDA resources for Cote d’Ivoire will be available.
