This index is the environmental codes of practice (ECOP) for garbage collection stations and ECOP for corresponding small civil works (see Annex 1.1). This annex mainly involves six garbage collection stations: Ridong’s Hupi Village and Lukang Village with the treatment capacity of 1 ton/day; Rentian’s Xiajie Village and Gaoxuan Village with the treatment capacity of 4 tons/day and 2 tons/day, respectively; Yeping’s Julin Village and Gangbei Village with the treatment capacity of 6 tons/day and 4 tons/day, respectively. 2 Environmental Codes of Practice at the Design Stage 2.1 Site Selection The selection of garbage collection stations shall comply with the following regulations: (1) They shall comply with urban and rural environmental sanitation planning; (2) Garbage collection stations shall get close to main roads for the purpose of easy entry and exit of waste transporters; (3) Garbage collection stations shall be set in places where have complete water and power facilities and sewage discharge pipe networks; (4) Garbage collection stations shall not be set in places where may pose a threat traffic safety or easily cause traffic congestion. 2.2 Requirements for Technology, Architecture and Structure (1) the site selection of garbage collection stations shall comply with the principles of high efficiency, energy conservation, environmental protection, safety and sanitation; (2) After entry into garbage collection stations, waste shall be directly dumped into waste containers lest waste is dumped on the ground; 2 Jiangxi Environmental Codes of Practice for Gargage Collection Stations (3) The appearance and color of Garbage Collection Stations shall be matched with their surroundings; (4) The architecture of Garbage Collection Stations shall ensure the effective control of the waste collection operation over pollutants; (5) The wastewater collection system shall meet such requirements as for corrosion resistance and leakage prevention; (6) Garbage leachate generated from the waste collection operation and production wastewater shall be directly discharged into sewage pipe networks. For example, production wastewater from Garbage Collection Stations in Rentian and Yeping are directly discharged into rural sewage treatment systems. Where wastewater are not permitted to be discharged into sewage pipe networks, enclosed sewage storage pools shall be set, such as garbage collection stations in Ridong. 2.3 Environmental Management at The Operation Stage 2.3.1 Waste reception, unloading and storage (1) Garbage collection stations shall make safe operation procedures for operation and maintenance, and operate according to the operation procedures; (2) Garbage collection stations shall keep a clean look, regularly clean collection containers, and keep mosquitoes and mice away; (3) Administrative staff and operators of garbage collection stations shall receive the pre-job training to grasp technical process and technical requirements of Garbage Collection Stations as well as major technical indicators and operation and management requirements of relevant facilities and equipment; (4) Garbage Collection Stations shall be opened in strict accordance with the schedule time; (5) Operators shall randomly inspect waste content, and any hazardous waste and forbidden object are prohibited from entering the stations; (6) Collected materials and organic waste is classified for the purpose of easy collection and compost; (7) Messes are strictly prohibited from being piled up in Garbage collection stations; (8) Waste collection containers shall be complete, unbroken, sealed and externally clean. 2.3.2 Overflow of polluted waste Because precipitation-affected waste contain residual liquid, garbage heaps generate leachate, which may contains organic substances, nutrients, metals, salt, pathogens and harmful 3 Jiangxi Environmental Codes of Practice for Gargage Collection Stations chemicals. Leachate may randomly flow to pollute soil, surface water and underground water or make other impacts including eutrophication and acidification in surface water and even pollution in water supply. This project collects and clean rural domestic waste on a daily basis, which generates only a small amount of leachate, while its sewage is mainly the washing wastewater from garbage collection stations. Accordingly, we give the management strategy and suggestions as follows: (1) impermeable materials are recommended for garbage collection stations and vehicle cleaning areas (if any), in order to prevent sewage from entering any permeable area; (2) Sewage and leachate generated from garbage collection stations in Yeping and Retian are directly discharged into newly built rural sewage treatment stations through waste interception pipelines for united treatment; because sewage treatment stations in Ridong generate a small amount of sewage, and there is no corresponding sewage treatment facilities nearby, it is suggested to build a closed sewage storage pool. In that case, sewage could be regularly transported by sanitation tank trucks to rural sewage treatment stations in Rentian. 2.3.3 Air emission It is suggested to adopt the following measures for preventing, reducing and controlling vehicle exhausts and emission of dust, odor and biogas gel generated from the process of waste reception, unloading, treatment and storage: (1) Vehicles and contains capable of minimizing air emission during the process of waste reception, unloading, treatment and storage shall be selected; (2) Garbage collection stations and nearby roads shall be frequently cleaned, and sprinkled with water to control dust when necessary; (3) All of biological waste shall be rapidly cleaned and disposed on a daily basis; (4) Deodorant spray shall be used only when necessary; (5) Deodorant and bactericidal plants are raised nearby. 2.4 Occupational Health Because workers may suffer such risks for occupational health and safety as accident, injury and contact with pathogens and carriers, it is suggested to adopt the following measures: (1) Any operator shall wear corresponding protection supplies such as protective clothing, gloves, respiratory masks and mouth shads before the work as required. All of waste transport workers shall be provided with antiskid shoes, and all of workers shall be provided with hard ground safety shoes. Safe production management staff shall inspect the employment of labor protection supplies at any time. Any person who fails to wear labor 4 Jiangxi Environmental Codes of Practice for Gargage Collection Stations protection supplies shall not start work; (2) Garbage collection stations shall be ventilated; (3) Meal, smoking and drinking are prohibited from nearby areas of garbage collection stations; (4) Workers shall be provided with immunization and health mentoring (such as hepatitis B and tetanus); (5) Garbage collection stations shall be kept in a good clean state; (6) Medical treatment is required for any incised and scratch wound. The wound shall be wrapped up to avoid from contacting waste; (7) Garbage collection stations shall be completely enclosed to avoid livestock or wildlife from contacting waste.
