The first phase APL will contribute to this overall program objective through: (a) enhancing NIA'sfinancial viability, and its institutional capacity to support improvements in irrigation service delivery; (b) transferringincreased operation and maintenance (O&M) responsibilities for 58 National Irrigation Systems (NISs) to capable Irrigators'Associations (IAs); and (c) increasing irrigation efficiency and promote reliable access to water among farmers in the selected 58NISs. The project’s implementation progress (IP) has also significantly picked-up as indicated in the: (a) completion of the National Irrigation Administration’s (NIA’s) Rationalization Plan implementation, with payments Page 1 of 8 The World Bank Report No: ISR15993 to the remaining retirees almost complete; (b) substantial progress in the implementation of the Irrigation Management Transfer Program as manifested in the continuing improvement in performance in relation to targets; (c) completion of the procurement of major civil works contracts; and (d) generally satisfactory implementation and quality of completed and ongoing civil works. The disbursement rate has improved to 45 percent (compared to 28 and 34 percent reported during May 2013 and November 2013, respectively). A further increase in disbursement is expected as the next months are typically the best construction period. There are also no outstanding financial or audit reports. Public Disclosure Copy Specific actions have been agreed during the May 2014 mission to further improve the implementation of Component 2. These include: (a) weekly on-site supervision by the NIA’s Central Office staff to assist field staff oversee the contractors’ works as part of the contract management activities; (b) monthly management meeting between NIA and respective Irrigators’ Associations (water users’ associations), contractors and Local Government Units to address implementation issues in each of the NIS (subproject level); and (c) continued closer supervision by the Bank Task Team through meetings with NIA Management as well as field visits to lagging behind subprojects.
